The primary purpose of this position is to apply a high degree of analytical skills and recognized expert knowledge of Department of Defense cyberspace programs to serve as a liaison between the Command and the Command’s external, non-DoD cyberspace program partners, which include other U.S. Government departments/agencies and key partner nations.

Duties

DUTY 1:
Leads interagency/international cyber plans development. Collaborates with other senior cyberspace contingency planning SMEs within the Command, and in the Joint Chiefs of Staff (JCS), the Office of the Secretary of Defense (OSD), DoD Services and the supported CC/S/As, as well as with representatives of other USG agencies and allied nations.

DUTY 2:
Develops interagency/international cyberspace program guidance. Develops Standard Operating Procedures (SOPs) outlining cyberspace program policy, processes, and procedures to govern providing, requesting and obtaining support from the interagency/international partners for cyberspace actions, especially (but not exclusively) those addressing the cyber security of SATCOM and GPS resources and the space domain.

DUTY 3:
Performs interagency/international cyberspace operations consulting and support.

DUTY 4:
Performs consulting and liaison duties.Draws on expert knowledge of the IA concerns and priorities of interagency/international cyberspace teams to support and participate in definition of higher echelon cyberspace program directives.

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the “Professional” work category are at the “Senior” work level and are equivalent to those at the GS-14 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:
mastery in conducting military/contingency and crisis action planning for cyberspace operations to operate network and information systems, as well as to protect, detect and/or mitigate IT and cyberspace vulnerabilities, sufficient to apply an expert level of functional expertise, programmatic knowledge and analytical skills to perform analyses of complex military operations, and to participate actively in and make substantive contributions to military/contingency and crisis action planning for cyberspace policy, programs and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to conduct military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities, especially in satellite communications (SATCOM) and Global Positioning System (GPS) resources and the space domain.
2. Broad knowledge of DoD and Federal Government cyberspace issues, objectives, and operations, as well as regulations and policy directives governing planning of cyber operations.
3. Ability to contribute to development of, staff and coordinate cyberspace program policy, performance standards and plans with external program partners.
4. Skill in applying analytical methods typically employed to support military planning, and to justify recommended strategies and courses of action.
5. Knowledge of the DoD command structure and experience with joint military operations. Skill in applying Joint Chiefs of Staff (JCS) deliberate and crisis planning procedures, the Joint Operations Planning Process (JOPP) and Integrated Tasking Order development and staffing processes.
6. Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports and briefings.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by incumbent s in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
