The World Bank’s GCC Country Management Unit (CMU) is the principal liaison between the World Bank and the six Arab States of the Gulf Cooperation Council, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The GCC Country Department facilitates the provision of Reimbursable Advisory Services (RAS) from the Bank to the GCC countries, the GCC Secretariat General and GCC affiliated institutions. The GCC Country Department’s program and relationship is managed through four offices: a Regional Office in Riyadh, KSA, a Country Office in Kuwait, a Country Office in Abu Dhabi UAE, and an Anchor unit in the World Bank HQ in Washington, D.C. The Department’s Management Team (DMT) comprises of the CD. Resident Representatives, the Program Leaders, the Program Manager, and the Senior Operations Manager based in HQ.
The GCC CMU produces innovative knowledge pieces primarily through its support to GCC countries by utilizing the RAS program. Some of these outputs are now in the public fora, through publications (with Government counterparts at times), blogs, seminars, etc. The CMU also organizes an Annual GCC Knowledge Week to showcase some of the key knowledge products by organizing a four-day events of seminars, discussions and presentations.
In addition, some of the GCC countries are interested in accessing the WB’s help to set up knowledge hubs where they can showcase their successes and share lessons with the rest of the world, and for the World Bank to bring global knowledge to these countries and convene exchanges across countries and regions for learning.
Roles and Responsibilities:
The Senior Knowledge Management Officer reports to the Country Director in Riyadh. S/he will be a key member of a growing Country Office (CO) that includes resident staff mapped to Global Practices (GPs), as well as staff working on RAS operations, resource management, IT, external affairs, and administration. S/he will be part of the GCC CMU Team that overseas the program for the six GCC countries. S/he will be responsible for the knowledge management (KM) agenda efforts in the CMU. Specific duties and accountabilities include the following:
Lead GCC CMU KM Agenda: Develop, enhance, and implement new KM plans. Provide specialized services to support knowledge sharing and collaboration across GCC and beyond, including facilitating engagement workshops, communities of practice, lessons capture, and knowledge sharing (internal and external). Ensure that relevant GCC knowledge is shared in a timely manner. Manage the annual GCC Knowledge Week with guidance from the DMT.Oversee GCC Information and Records Management: Ensure that all work related to GCC products are appropriately classified, including on-time product disclosures, timely responses to access to information requests, proper filing of records, accurate document tagging, and adherence to Records Retention.Lead Efforts to Disseminate Key Lessons from RAS Outputs: Advise Teams on packaging of their outputs for appropriate dissemination. Coordinate clearance and capture submission of key RAS Outputs for public disclosure (if agreed with clients). Ensure that relevant lessons and knowledge are shared with WBG operational staff, development partners, and other external stakeholders.Engage KM community across the Bank Group: Actively participate in World Bank Group KM community to ensure collaboration and knowledge exchange with the GPs, Regions, MIGA and IFC.Contribute to GCC DMT Leadership Team: Provide KM inputs to corporate reports and updates, collaborate with DMT Leadership Team to ensure cross-team coordination and strategic delivery.Support the Establishment of GCC Knowledge Hubs: Provide support and guidance to help establish the GCC knowledge hub by working closely with the Team Leaders and Country Director.Support the CO in Various Capacity: as part of the CO team member, support the smooth running of the CO by participating in various initiatives.
Selection Criteria:
- Master’s degree or above in related field and a minimum of 8 years of relevant professional experience.Sound knowledge and understanding of WBG or other international organization operational strategies, processes, and instruments.
- Excellent communication, diplomatic, and negotiating skills, with demonstrated strong personal maturity, balanced judgment, and a track record of building and maintaining partnerships with colleagues and clients.
- Excellent teamwork and interpersonal skills, and ability to operate collaboratively across organizational boundaries.Proactive, inclusive, and innovative, with an open and collegial work style and ability to listen and integrate ideas from diverse points of view.Ability to coach, mentor, develop and empower more junior staff, provide seasoned advice to more senior staff and managers, and work collaboratively with peers.
