An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ).Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff. The GEF Council recently approved a new strategy for Knowledge Management and Learning (KM&L) that will enable the GEF to pursue three main objectives:

  • Embed cutting-edge knowledge into investments and generate public goods in line with GEF mandate and enhance the role of knowledge management in projects and programs.
  • Increase knowledge flows through platforms through partnership and communities of practice; and
  • Create and enable the environment for learning and capacity building for greater exchange of knowledge and collaboration across the partnership.

The GEF Secretariat is seeking to recruit a highly motivated and experienced Senior Learning Officer to support the Learning aspects of the Strategy. The successful candidate will work under supervision of the Senior KM Specialist who has overall responsibility for implementation of the KM&L Strategy, and report to the Manager of the Integration and Knowledge Management Division.Duties & AccountabilitiesThe ideal candidate will have the skills and expertise needed to support design, delivery, and management of learning initiatives in the KM&L strategy. This includes coordinating and facilitating knowledge generation and sharing, and dissemination, and all associated action areas in the strategy. Specific tasks include the following:

  • Lead and coordinate efforts to distill lessons learned in implementing GEF projects and programs, including the provision of quality inputs to the CEO and senior management on analytical/strategic documents, thematic briefings, talking points, etc.
  • Lead and coordinate the development of knowledge sharing strategies and tools, including categories and types of knowledge products, their sources of origin, target audience and dissemination channels.
  • Lead the development, design, and implementation of e-learning courses on priority topics for the GEF partnership, including liaison with GEF agencies and the Science and Technical Advisory Panel (STAP) on resources and content.
  • Lead implementation of learning and knowledge sharing initiatives for the GEF partnership through cutting-edge learning methodologies and technologies, with delivery modes spanning in-person/hybrid and self-paced modalities.
  • Facilitate and coordinate all analytical work designed to generate public goods from GEF investments, including publications, content for e-learning courses, and best practices in close collaboration with the GEF’s Communications and Outreach Division and the Data and Analytics Team.
  • Support and contribute to regional and global events on GEF programs and projects, including drafting of briefs and agendas, engaging stakeholders, and preparing communication materials.
  • Support and contribute to all GEF corporate activities involving knowledge sharing and learning, including Extended Constituency Workshops (ECWs), Familiarization Seminars, Conferences of Parties (COPs) of conventions, onboarding and professional development opportunities for GEF Secretariat staff.
  • Support and coordinate the planning, organization, and delivery of learning events such as technical workshops, GEF BBLs, and learning missions, in close collaboration with other GEF Divisions, STAP, and GEF agencies.
  • Serve as GEF Secretariat focal point for corporate learning and GEF partnership-wide learning initiatives.
  • Serve as GEF Secretariat focal point for the development of selected training initiatives to increase the capacity of key stakeholders in developing countries
  • Develop performance indicators and framework for monitoring effectiveness of GEF learning activities and produce reports for GEF Management and Council as required.

Selection Criteria

  • Master’s degree in knowledge management, learning, instructional design, organizational performance, international relations, international development, or similar discipline with a minimum 8 years’ relevant experience.
  • Demonstrated experience working strategically across the organization on KM&L to coordinate efforts, set clear priorities and develop learning programs.
  • Demonstrated experience designing and developing knowledge and learning programs using state-of-the art methodologies, resources, and tools in adult learning.
  • Adequate knowledge of GEF mandate, operations, policies, instruments, and systems.
  • Excellent communications skills, including the ability to explain operational concepts to a wide variety of audiences through a wide variety media and presentation methods.
  • Strong collaboration, consultation, consensus building and mentoring skills.
  • Ability to actively seek and consider diverse ideas and approaches, working across boundaries.
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Strong research and analytical skills, including the ability to conduct both quantitative and qualitative analyses on large datasets.
  • Experience in and ability to work with ICT tools, including platforms for social networking, and knowledge of potential application of AI tools.
  • Strong interpersonal skills to work collaboratively in a diverse environment.
  • Exceptional organizational and coordination skills.
  • Excellent written and oral communication skills in English is essential; knowledge of another United Nations language is an advantage.
  • Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem-solver.
  • Previous experience with and/or exposure to members of the GEF Partnership, in positions with an implementing agency, a government agency or an international organization would be a plus.
  • Demonstrated initiative, and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines
  • Advanced knowledge of information resources and information technology, which could include SharePoint, Tableau, Adobe Illustrator or Photoshop, InDesign, Survey Monkey or MS Forms.
  • Demonstrated Office (Word, Excel, PowerPoint) skills, the ability to use and produce content using tools such as SharePoint and Adobe Connect.
