SoCha is a subcontractor to Nathan Associates, a Cadmus Company, on USAID’s Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific project. DCCP-Pacific will support the digital transformation of the Pacific Island countries. Through this regional activity, USAID aims to foster an open, interoperable, reliable, and secure digital ecosystem in the Pacific Islands by:
- Improving broadband access.
- Strengthening digital policy and regulations.
- Advancing digital platforms and solutions for the delivery of public services.
- Upgrading of digital skills and literacy.
Scope of Work
The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will report to the Deputy Chief of Party to oversee the MEL function of the DCCP-Pacific project. S/he will ensure the success of DCCP-Pacific’s data management, internal learning, and reporting functions to USAID. S/he will additionally be responsible for collecting and reporting activity location data.
The Senior MEL Specialist will:
- Lead the implementation of the MEL plan.
- Support the Chief of Party (COP), DCOP and technical leads on all MEL activities.
- Lead the development of data collection tools, methodology and integrated reporting system into adaptive learning program management cycle.
- Ensure high-quality evidence-based data collection, verification, management, storage, analysis, and reporting.
- Lead regular and ad hoc Data Quality Assessments and report findings to the COP, DCOP, and other staff members, as appropriate.
- Lead training of staff, grantees and other relevant stakeholders on MEL data collection and reporting protocols.
- Lead development of MEL reporting sections for quarterly and annual reports.
- Support the Communications specialist to develop impact stories, case studies, best practices and knowledge products that show impact.
- Facilitate Collaborating, Learning, and Adapting (CLA) activities.
- Facilitate knowledge and learning exchange with key stakeholders and lead high-quality and user-centric reporting.
- Ensure gender-responsive and socially inclusive MEL reporting.
- Provide other MEL technical support as needed by the project leadership.
In addition to the categories above, subject matter expertise in the following sectors is required in at least one of the following areas:
- Public Policy reform in Fiji.
- Information communication technology (ICT) logistics and infrastructure.
- Digital economy or digital transformation.
- Digital regulations.
Minimum Qualifications and Experience
- Master’s degree in Public Administration, International Development, or similar field.
- At least seven (7) years of M&E/MEL experience on government or donor-funded projects in the Pacific Islands, preferably USAID funded.
- Prior experience with digital transformation, information communications technology for development (ICT4D), digital ecosystems, cybersecurity, or similar disciplines.
- Prior USAID CLA experience is preferred.
