Senior Officer, Grants Compliance (Adv#25/2024)

The Alliance for Combating TB in Bangladesh activity is working to establish a dynamic, strategic, and fresh approach to accelerate Bangladesh’s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas – increased TB detection, decentralized DR-TB management, improving detection and management of child TB, expanded prevention, and others.

The Senior Officer, Grants Compliance will report to the Manager, Sub Grants. The position holder will be responsible for coordinating and implementing compliance measures, facilitating audits, and sub-recipient monitoring to ensure compliance and efficient management of Grants and Contracts within the policies and guidelines of the Finance function; and organizational values and guidelines. S/he will be involved in–

  • Coordinate with the project and core staff for managing federal funds as per USAID’s grant compliance, organizational policies and procedures and Generally Accepted Accounting Principle (GAAP);
  • Facilitate project and partners’ staff in maintaining compliance as per 2 CFR part 200 requirements;
  • Regularly monitor grant and sub-grant expenditures vs. target activities to establish internal control and ensure compliance with USAID’s regulations and specific terms and conditions of sponsors’ grant awards;
  • Maintain compliance for numerous grants this demands close collaboration with department and program staff, a principal role in timekeeping, an array of reporting requirements and a review process to provide assurance;
  • Ensure USAID compliance in managing shared staff time sheet;
  • Review the local conveyance bills of the staff whether the submitted bills are compliant with policies and procedures.
  • Review and verification of Petty Cash bills, submitted vehicle bills by the vendors, submitted diagnostic center’s bills by the vendors, and other vendors’ bills to ensure compliance before cost booking.
  • Review and verify advance management compliance of the submitted bills of the staff and divisional offices against their advance taken for conducting training/workshop/meeting or any events or their day-to-day office operations.
  • Coordinate for timely submission of grant financial reports & invoices to donors and stakeholders of the project and ensure accuracy and compliance before submission;
  • Prepare draft responses against donor queries raised during the monitoring visit of the donor;
  • Work with Research Administration and Finance staff to streamline and maintain a single, accurate institutional database of USAID’s collaborative agreements;
  • Organize and facilitate single audit and project audits for the project and draw up actions with auditors;
  • Prepare draft responses to audit observations and implement recommendations;
  • Work with ERP system of icddr,b to manage routine functionalities of contracts and grants management and maintain appropriate control;
  • Serve as an institutional resource on grant compliance;

Required qualification and experience:

  • Master’s Degree in Accounting or Finance with Part CMA/CIMA or CA CC or ACCA (Part 2) qualified would be preferred.
  • 5 years of progressive experience in grant management/compliance for major donors’ funds; Experience with different types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements will be preferred.

Location: Dhaka

Contract Type and Duration:

  • Fixed Term Agreement; duration will be 1 year with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

  • Annual Tk. 866,060/- inclusive of house rent and conveyance allowances and other admissible benefits;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
