Job TitleSenior Officer, Programs ERULocationUnited States – , US (Primary)CategoryEmergency Response UnitDate Needed By1/15/2025Program Description (Background)Job DescriptionJOB SUMMARYThe Senior Officer, Programs ERU, will be responsible for supporting the development and implementation of emergency response projects. This will include providing programmatic support to ensure the effective management and implementation of preparedness and emergency response programs. This will involve performing tasks and duties related to the Response Management System (RMS), emergency response activities, and preparedness – and, as required, may also act as program support for the Response Management Team (RMT). The Senior Officer, Programs ERU, will support the development and implementation of emergency response proposals and programs – ensuring the dissemination of information through appropriate channels to ensure the “whole-of-agency” approach to emergency response. This role will involve actively engaging with different departments to provide an effective and efficient emergency response.To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.MAIN TASKS AND RESPONSIBILITIESProgram design and supportContribute to assessments and the preparation of timely assessment reports.Support the development of action plans and workflows to enable smooth operations between team members based on assessments and objectives.Identify funding opportunities, lead proposal development activities.Start up and support project activities.Participate in hiring and onboarding personnel according to project budget and deliverables.Contribute to logistics and procurement, and as needed, work with the GLSC team to conduct inventory checks and support the packaging and prepositioning of items to be sent to the field.Support accurate monitoring systems; use data in regular project reviews.Monitor project deliverables, identify bottlenecks, and propose solutions to improve program implementation.Implement IMC logistics, finance, HR, administration and security procedures; create an environment of mutual respect where personnel adhere to procedures.Support the identification and tracking of potential emergency response partners.Conduct Bridget Insight scans to screen individuals and organizations related to a response.Coordinate with the ERU Senior Health Advisor and technical expert volunteers to develop and catalog the Standard Operating Procedures (SOP), related documents and forms and an eventual mission-ready package (MRP) for the Emergency Medical Team (EMT) with surgical capacity.Assist in the drafting of Terms of Reference (ToR) and facilitating payment for consultants.Coordinate with IT in the set-up and maintenance of Microsoft Office services for external users (part-time consultants and volunteers).Support the development of online training modules for staff and volunteers for the EMT.Communications, ReportingProduce timely high-quality reports for internal and external audiences.Draft regular situation reports and coordinate with the Communications department on editing and disseminating the reports internally.Coordinate the development of donor reports – collaborating with various departments, including GLSC, International Programs and Finance, to ensure accurate and timely reportingSupport IMC media and communications requests.Produce Emergency Response updates – including detailed 3-month/6-month updates, for Resource Development in coordination with field teams and appropriate departmentsDraft donor proposals based on identified funding opportunities and project activities.Draft the Rapid Assessment Form (RAF), Response Action Plan (RAP) and Delegation of Authority for an emergency response; disseminating necessary documentation internally to support emergency response declarationsCoordinationCoordinate assessments and activities with implementing agencies in the area to avoid duplication and to address gaps in service.Promote positive leadership through participation in regular and efficient internal coordination meetings.In the spirit of transparency, promote IMC work and liaise with relevant external stakeholders, local leaders and government officialsIdentify and build collaborative partnerships with NGO partners, sub-grantees, and other stakeholders.Collaborate in the development of referral pathways, service maps, and other networks that may assist clients to access services.Represent IMC. Generate a positive image of IMC and its personnel in the area of responsibility.Coordination of IMC medical volunteers in field settings and assisting them liaise with internal departments for travel, pay, benefits, and reimbursement.Coordination with IMC departments in the revision and distribution of the Response Management System (RMS).Assist in the planning, notetaking and reporting responsibilities for internal conferences. Travel and participate in the global and ERU conferences.Schedule Response Management Team (RMT) coordination meetings and take notes.Develop and finalize presentations to support information session, global meetings and other internal and external meetings and sessionsGeneralDeployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.Adhere to the Code of Conduct, always maintain humanitarian principles and respect international humanitarian law.Deploy to Memphis, TN to assist with logistics inventory.Perform other duties as assigned. An equivalent combination of relevant education and experience may be substituted as appropriate.Typically, 5+ years of relevant and progressive experience in an NGO environment, managing emergency projects, including at least 1 year of significant field operations experience supporting emergency/development programsSome relevant experience with humanitarian and development sectorReport writingGood research skillsUnderstanding of international health and developmentDemonstrates clear commitment to the organization’s vision and values in all aspects of workExcellent organization skillsExcellent communication skills (written/oral)Willingness to learn and apply new knowledgeWillingness to travel on up to 25% of the time may be required * Fluent in written and spoken EnglishSALARY RANGE: Mid $60,000 to High $60,000 per yearFor positions filled in the United States, the typical salary range for this role is as state above. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget.
