Position Summary:
Reporting to the Executive Director of the Analysis, Planning, and Budget (APB) unit in the Office of the Provost and Executive Vice-President (Academic) and working as a senior member of a team of analysts, the Senior Planning Analyst performs in-depth analysis of complex issues, articulates alternatives, synthesize findings and make recommendations to senior administration. Extracts and transforms internal and external data and produces visualizations and reports using data. Anticipates and responds to client needs, and independently drives issues to resolution. Trains, coaches and guides junior team members. Builds relationships both across the university and with external contacts.
Primary Responsibilities:
- Analyse, reconcile, and review funding policy documents: Orientations budgétaires , Règles budgétaires and Calculs définitifs .
- Review and assess the impact of government reporting of student data (GDEU : système de gestion des données sur l’effectif universitaire).
- Undertake scenario modelling to assess the impact of policy changes, new initiatives, and proposals put forth by senior administration, faculties, le Ministre de l’Enseignement supérieur (MES), etc.
- Project tuition and grant revenues for all regulated and deregulated activities and programs in support of the university’s annual budget planning process. Provide in-year assessments of actuals versus projections as needed.
- Consult on the setting of tuition fees for international students based on the application of MES funding policies, benchmarking exercises, and enrolment and revenue modelling.
- Transform operational data into ready-to-use analytical datasets to be leveraged by APB. Includes development (data modelling), validation, maintenance and enhancements.
- Develop, implement, and maintain reports to communicate data in a visual, and digestible manner. Involves translating business questions into appropriate reporting solutions, building clear, sustainable, and automated reports.
- Establish and implement innovative approaches to dissemination of information.
- Respond to questions and requests relating to government funding and tuition policies. Act in an advisory or consultative capacity, sit on working groups, and so forth, as necessary.
- Represent the University on internal or external committees, including those of the MES, and other organizations and provide expert recommendations.
- Work in an agile and collaborative manner with team members to maximize knowledge sharing on complex projects and topics.
- Cultivate relationships with peers and collaborators both inside and outside the university.
Other Qualifying Skills and/or Abilities
Strong analytical background and project management skills; ability to transform data into recommendations. Capacity to find creative solutions and make independent decisions. Ability to work in a PC environment using databases, spreadsheets, statistical and visualization tools to produce analyses and reports. Advanced knowledge of Alteryx, Tableau, Excel, PowerPoint. Proven experience working in an environment where confidentiality is foremost. Ability to work autonomously and as part of a larger team and to build strong relationships with internal and external partners. Excellent communications skills. Excellent consultative and collaborative skills, showing tact and diplomacy with clients at all levels. Excellent organizational skills and professional conduct. English and French (spoken and written).

(MPEX Grade 07) $87,090.00 – $108,860.00 – $130,630.00
