Position Overview

The Illinois Sentencing Policy Advisory Council (SPAC) is seeking to hire two senior policy advisors to work on our research team to assist lawmakers and stakeholders in developing data-driven sentencing and corrections policies. The position will work with the research team to manipulate and analyze criminal justice data and produce fiscal impact and cost-benefit analysis of legislative proposals.

Job Responsibilities

  • Analyze and interpret academic articles, government reports, publications, and other applicable research resources related to sentencing, crime trends, and existing correctional resources to support legislative and executive action affecting the use of correctional resources on the State and local levels.
  • Work in the research team to produce systemwide fiscal impact and cost-benefit analyses of legislative proposals. Research costs and benefits of existing programs and policies; analyze and interpret data on arrests, dispositions, sentences, corrections, victimization costs, and criminal justice programs within both the prison system and administered in the community.
  • Create and/or assist in producing population projections for different policies across the criminal justice system.
  • Research and draft answers to questions raised by legislative, executive, and judicial branch actors regarding sentencing policy and practices.
  • Develop and prepare special reports or briefings. Participate in obtaining and coordinating information from various entities which is needed to support SPAC’s work.
  • Represent the Council at meetings regarding research, fiscal analysis, and implementing evidence-based sentencing policies with criminal justice organizations and stakeholder groups. Make presentations on the Council’s research methodologies and reports to state, local and national interest groups.
  • Perform other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires a master’s degree from an accredited university in a subject that includes statistical analysis methods, including but not limited to public policy, business, criminal justice administration, criminology, sociology, economics, or political science.
  • Requires ability to effectively communicate technical information to lay audiences in writing and through presentations or verbal communication.
  • Requires one (1) year professional experience with data analysis using statistical software such as R/Posit, SAS, Stata, Python, or SPSS.
  • Requires one (1) year of professional experience with applying social science methodology to research and/or policy analyses.

Preferred Qualifications

  • Working knowledge of criminal justice system processes and procedures as demonstrated through publication(s) or one (1) year experience in a criminal justice agency justice-related non-profit or NGO.
  • At least one (1) year professional experience with R/Posit or two (2) years professional experience with data analysis using statistical software such as SAS, Stata, Python, or SPSS.
  • At least one (1) year experience with any SQL database management system such as PostgreSQL, SQL Server, Oracle, or MySQL.
  • At least two (2) years professional experience with applying social science methodology to research and/or policy analyses.

Conditions of Employment

  • Must pass a fingerprint background check.
  • Must be able to travel as needed.

About the Agency

The Sentencing Policy Advisory Council (SPAC) is the sentencing commission for the State of Illinois. We are a small, collaborative team with work that ranges from system-wide fiscal impact analysis to producing research reports and answering questions from policymakers, executive branch, and judicial branch stakeholders. SPAC is non-partisan.

Work Hours: 8:30 am to 4:30 pm, Mon-Fri with Sat/Sun off
