Position description

Seeking Senior Procurement Manager for USAID 5-year Energy Program in Ukraine. A U.S. firm with design-build, construction management, environmental remediation, contingency response and disaster recovery experience and international subsidiaries seeks an experienced Senior Procurement Manager. The Senior Procurement Manager for a USAID project involves overseeing the procurement process to ensure efficiency, compliance, and value for money in acquiring goods and services. Here are some key responsibilities and skills associated with this role: 

  • Collaborate with project teams to understand procurement needs.
  • Develop procurement plans in alignment with project goals and USAID regulations.
  • Identify and evaluate potential suppliers.
  • Conduct market research to understand pricing, trends, and potential risks.
  • Ensure fair and open competition in the procurement process.
  • Draft and negotiate contracts with suppliers.
  • Monitor contract performance and enforce compliance.
  • Resolve any contractual disputes or issues that may arise.
  • Ensure adherence to USAID regulations and guidelines.
  • Maintain a thorough understanding of relevant procurement policies.
  • Prepare and submit required reports to USAID.
  • Identify and mitigate procurement-related risks.
  • Develop contingency plans for potential issues during the procurement process.
  • Work within budgetary constraints while obtaining quality goods and services.
  • Track and report procurement expenses.
  • Supervise and mentor procurement staff.
  • Foster a collaborative and efficient work environment.
  • Collaborate with internal stakeholders to understand their procurement needs.
  • Engage with external partners, suppliers, and USAID representatives.
  • Ensure ethical conduct throughout the procurement process.
  • Uphold integrity and transparency in all dealings.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.

Qualifications

  • In-depth knowledge of procurement processes, regulations, and best practices.
  • Experience in strategic sourcing and cost negotiation.
  • Strong project management skills to coordinate procurement activities with project timelines.
  • Excellent communication and negotiation skills.
  • Ability to communicate in Ukrainian/Russian language. 
  • Ability to convey complex procurement concepts to diverse stakeholders.
  • Strong analytical and problem-solving skills for assessing supplier capabilities and identifying potential risks.
  • Leadership abilities to guide and motivate a procurement team.
  • Decision-making skills to address challenges promptly.
  • Ability to adapt to changing project requirements and priorities.
  • Flexibility to handle unforeseen challenges.
  • Adherence to high ethical standards and a commitment to transparency.
  • Familiarity with USAID rules and regulations pertaining to procurement.
