POSITION SUMMARY

The Dignity for All: LGBTQI+ Assistance Program (Dignity for All) is part of Freedom House’s (FH) Emergency Assistance Program (EAP). EAP provides emergency and rapid response funding and other support to human rights defenders (HRDs), non-traditional actors, and civil society organizations (CSOs) that are under threat because of their human rights work, and to survivors of religious persecution on the basis of belief or non-belief. Dignity focuses specifically on supporting LGBTQI+ human rights defenders and civil society organizations.

The Senior Program Manager (SPM) for the Dignity for All position is responsible for managing and implementing the Dignity for All Program so as to achieve defined results, with support from subordinate and shared EAP staff. Additionally, the position is responsible for strategic planning, program design, program management and oversight, budget management and forecasting, sustaining donor funding to support the program, representing the program to external audiences and stakeholders, and actively collaborating with other units within EAP and with other units of FH, particularly with regional team leads within the International Programs Division. This program reports to the Deputy Director of the Emergency Assistance Program.

PRINCIPAL DUTIES & RESPONSIBILITIES

Strategic leadership and management:

  • Lead implementation of the Dignity for All Program so as to achieve defined program results which includes defining and carrying out a vision and strategy for the program based upon strong relationships with LGBTQI+ and human rights civil society organizations in all regions of the world , budgetary oversight for the program and the consortium partners, managing staff that support the program, designing innovative and secure approaches to challenges, and effectively managing relationships with donors.
  • Close and ongoing collaboration with staff in EAP implementing other, separately funded, emergency assistance programs, so as to ensure that the multiple programs are implemented in a coordinated manner and that staff shared across the programs are effectively managed.

Consortium Leadership:

  • Lead a consortium that includes leading international and regional LGBTQI+ organizations, including acting as the prime donor and re-granting to respected and high-capacity partner organizations and ensuring a shared, collaborative, and strategic vision for the program.
  • Oversee the provision of small urgent rapid response subgrants including, if necessary, supporting small grant partners to increase their capacity to effectively carry out programs and provide required financial reporting.
  • Ensure that processes and workflow achieve programmatic results consistent with overall theory of change and M&E plan for the consortium and overall grant.

Staff leadership and management:

  • Select, lead, manage, and mentor staff responsible for program implementation, including regional specialists and case processors, in a manner that fosters professional development, teamwork, trust, and collaboration.
  • Work with peer SPMs to ensure that shared staff are effectively managed.

Financial management:

  • Proactively manage the assigned program’s finances, including spending analysis and forecasting, to ensure effective, timely program implementation in full compliance with donor rules/regulations.
  • Ensure adequate staffing levels; and ensure adequate support for consortium partners budgets and partner awareness of and compliance with USG and FH rules and regulations.

Donor relations:

  • Maintain effective relationships with current donors, including the State Department DRL and donors to the Global Equality Fund to ensure ongoing support for program funding.
  • Develop productive, collaborative relationships with current donors.
  • As relevant, identify additional potential funding sources and design and implement fundraising strategies so as to ensure a consistent stream of donor funding for LGBTQI+ human rights defenders and civil society organizations.

External relations and advocacy:

  • Effectively and professionally represent FH and its emergency assistance programs publicly in domestic and international venues.
  • Build strong external alliances and networks and collaborative approaches with donors and the diplomatic community, congressional staff, partners and grantees, policy community, peer NGOs, and think tanks.

Collaboration:

  • Participate in FH activities geared toward organizational success and strength, including cross-team collaboration activities.
  • Maintain an effective and collaborative working relationship with all other FH units, in particular with regional program team leads, and share and exchange information about the assigned program’s activities, approaches, and strategies.
  • Travel within U.S. and abroad as required.

QUALIFICATIONS:

Education:

  • Bachelors’ degree in political science, international relations, anthropology or related field
  • Master’s degree in political science, international relations, anthropology or related field strongly preferred

Experience:

  • At least ten years of directly related experience; four years at senior staff level
  • At least six years of involvement in the field of global LGBTQI+ human rights
  • At least five years of experience directly supervising and managing full-time professional staff
  • At least five years of experience as the primary manager of a budget(s) over $500K, and experience with grantmaking or subgranting strongly preferred.
  • Two years of field experience outside of the US preferred
  • Experience in management of USG funded programming including monitoring and evaluation, budget and financial management, and donor relations.
  • Experience in program development and proposal writing

Technical Skills and Abilities:

  • Mastery of human rights principles and mechanisms, knowledge of and experience in democracy promotion and specifically emergency/rapid assistance to frontline defenders
  • Knowledge of needs for rapid response emergency financial assistance to human rights defenders and civil society organizations
  • Strong ability to communicate effectively in English, both verbally and in writing; ability to communicate effectively in a second relevant language (Arabic, Spanish, French, or Russian) strongly preferred
  • Proven ability to clearly and succinctly communicate complex concepts verbally and in writing; ability to draft “camera ready” (i.e., final) documents of all types for external audiences, including donors, congress, media, etc.
  • Strong program management skills from design through implementation, budget management, program evaluation, and close-out; strong ability to manage own time, multi-task, and meet tight deadlines
  • Proven understanding of budgets and donor rules/regulations, including restrictions on the use of funds and ability to manage and forecast expenditures so as to maximize the use of available funds while not overspending budgets and ensuring compliance with governing rules. Experience with USG grants preferred.
  • Proven ability to recruit and manage highly capable staff, including diverse teams. Strong ability to lead by example, with integrity, purpose, and commitment to attainment of FH goals
  • Excellent crisis management and conflict mediation skills
  • Excellent judgment in problem-solving and decision-making
  • Familiarity with new communications technology and digital security
  • Ability to work independently without supervision and to coordinate the efforts of other professionals to meet program needs effectively
