It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.UNOPS has signed an agreement with the Peacebuilding Support Office (PBSO) to implement the project activities for the Humanitarian Development Peacebuilding and Partnership (HDPP) project on behalf of the PBSO.The Peacebuilding Support Office of the Department of Political and Peacebuilding Affairs (DPPA) in 2020 2019 launched its Partnership Facility to operationalize the UN-World Bank Partnership Framework for Crisis-Affected Situations. Working in coordination with PBSO and the World Bank Group’s Fragility, Conflict and Violence Group for the past five years, the Facility has provided grant financing, advisory and knowledge management support to UN entities for the development and implementation of jointly agreed UN-WB priorities addressing root causes of fragility, conflict, and violence in prevention and transition settings.The UN-IFI Partnership is now entering a new cycle of work, reflecting lessons learned, the evolving policy and operational context, as well as the guidance of Member States in the Pact for the Future. Along with its partnership with World Bank, in the new cycle the UN-IFI Partnership Facility will also support partnerships, collaborations, and engagements with other IFIs and regional development banks with fragility strategies and/or differentiated tools for conflict-affected settings, building on regular dialogue and joint work plans developed with these institutions.Through facilitation of liaison and advisory support, surge capacity and an enhanced knowledge management offer, the UN-IFI Partnership Facility aims to equip Resident Coordinators and field presences in complex settings (including peace operations, special political missions and Country Teams with a Peace and Development Advisor) to engage with International Financial Institutions on strategies to tackle the root causes and drivers of violence and conflict, in order to enable the acceleration of the SDGs.As part of a PBSO-UNOPS integrated team, under the supervision of the Senior Por…As part of a PBSO-UNOPS integrated team, under the supervision of the Senior Portfolio Manager the incumbent will carry out the following activities:

  • Provide strategic guidance on the operations of the Facility, including priority countries, donor outreach, engagement with country offices, and strategic planning. Work closely with the PBSO UN-IFI Partnership Team, other PBSO branches, as well as DPPA-DPO regional divisions and other UN partners to position the Facility within broader peacebuilding and partnership tools. Fulfil reporting requirements to donors regarding the UN-IFI facility.
  • Provide strategic direction on the coordination of reporting and lessons learned documents for the HDPP facility and donors to maximize contributions to knowledge on peacebuilding and partnerships.
  • Guide the liaison with relevant officers in the humanitarian, development and peacebuilding and peace and security communities at UN HQ and the field ahead of grant approval and when offering technical and advisory support to UN operations
  • Provide strategic guidance on field level UN colleagues in partnership development through advisory and technical support on UN-World Bank partnership, including sourcing relevant expertise.
  • Organize meetings with World Bank headquarters and country-based personnel and UN counterparts and liaise with working level World Bank colleagues regarding grants, mission support and strategic priorities for the partnership.
  • Supervise support staff and personnel as relevant, including work-plan development and review of achievements against planned results/areas of improvement.

  • Advanced university degree (Master’s degree or equivalent) preferably in social or political sciences, public administration, business administration, economics, international relations or similar fields with seven (7) years of relevant experience is required; OR.
  • A first level university degree (Bachelor’s degree) preferably in social or political sciences, public administration, business administration, economics, international relations or similar fields with nine (9) years of relevant experience is desirable.

Work Experience:
Required:

  • Relevant experience is defined as work experience in development, humanitarian, and/or peacebuilding.
  • Experience in programme management, design, delivery, monitoring and/or evaluation is required.
  • Field experience in a conflict-affected or post-conflict setting is required.
  • Familiarity with World Bank and/or Multilateral Development Banks (MDBs) operations in addition to those of UN Agencies, Funds and Programmes is required.

Experience with analysis or assessment at the intersection of peacebuilding, development and humanitarian settings is desirable.Language Requirements:
