Job Description
If you are looking to broaden your industry experience and progress your career within cost management, our East Midlands team are seeking an experienced Senior Cost Manager looking to develop their career working on major infrastructure projects and programmes in region.
As a Senior Cost Manager within the business you will be working on some exciting projects as well as developing your skillset both operationally and technically. Our new Senior Cost Manager will be responsible for the full suite of commercial management activity outlined below:
- Responsible for establishing and implementing appropriate commercial strategies including effective project cost management and providing feedback into subsequent procurement processes.
- Responsible for the commercial management of framework agreements and supporting contracts leading the commercial review of contractor delivery, attending valuation & progress meetings as necessary.
- Initiate estimating and risk & value management of projects in a timely manner during the project life-cycle, recommending appropriate mitigating actions on commercial/risk events at the earliest opportunity.
- Lead the negotiation of all prices under existing contracts/framework agreements (including the negotiation of target costs) and fully participate in the associated Quantitative Risk Assessment and Value Management Workshops.
- Responsible for monitoring and managing all project reporting such that it is accurately maintained and recorded in accordance with client company reporting systems. Explain all variances to outturns, period forecasts, AFCs and budget/authority to Programme Commercial Manager/Programme Director, proposing mitigating actions at the earliest opportunity.
- Provide pro-active expertise, advice and governance on all contract/scope changes in accordance with change control systems, recommending or authorising appropriate action within delegated authority and progressing the timely resolution of contract variations.
- Manage all commercial correspondence and contractual notices issued in accordance with contractual conditions to confirm whether the client’s contractual position is clearly defined.
- Identify emerging problems, report contractual claims & support in the management and resolution of legal and/or commercial disputes in conjunction with Regional/Functional management as appropriate.
- Establish appropriate compliance controls and audit regimes to achieve adherence to client’s relevant procedures and standards.
- Lead the final account settlements on all projects to manage close out as per the project authority, project plan and within agreed timescales.
- Support demonstration of efficiencies and continual improvement of estimating by undertaking cost analysis of completed projects.
- Support with pre and post contract procurement activities as appropriate acting as role model for commercial staff, providing coaching and development as appropriate.
Happy to work both independently and as part of the wider team, the role will be feeding into the Commercial Lead for the project as well as providing guidance and direction to the Commercial Manager and Assistant Commercial Manager.
Qualifications
It’s great if you can demonstrate:
- Experience in commercially managing investment projects
- A good understanding of railway and construction industry forms of contract
- Good understanding of the construction/railway industry
- Skills in initiating and building positive working relationships with customers, their team and stakeholders.
- Experience of being output driven, prioritising work to deliver on time and taking ownership in their role
- An ability to make timely decisions and to think ahead
- You are dependable and co-operative, able to align to a vision, focus on objectives and deliver great outcomes with confidence
- You are an adaptable, innovative person willing to challenge our ways of working and conventional delivery mechanisms and processes to make the project a success
- You have experience of multi-disciplinary project environments
- A passion for personal growth, sharing best practice, sustainability and a drive for improving safety and compliance within the rail industry

Previous experience or a sound and suitable understanding of the following will be a distinct advantage in applying for this role:
