Post ContextACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to the NATO Defence Planning Process (NDPP), and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include, but are not limited to: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.The ACOS SPP / Defence Planning Division is responsible for ACT’s contribution, in conjunction with other HQ SACT divisions, to the NDPP steps 1 through 5.The Defence Planning Policy Analysis Branch is responsible for deriving Defence Planning direction and guidance from strategic plans and analysis, transformation trends and lessons learned from operations and exercises, and acts as the SC’s focal point for Defence Planning issues. The Branch is comprised of two sections: Policy and Analysis.The incumbent is a Staff Officer assigned to the Analysis Section of the Branch, responsible for technology and environmental foresight activities to support defence planning.Principal Duties:

  • To provide essential long-term continuity and specific Operations Research expertise in support of defence planning and NDPP cycles.
  • Participate as a member of a multi-national team conducting technology and environmental foresight analyses necessary to establish directions and guidance for defence planners, bringing focus to possible developments within the environment and across emerging technologies that may drive requirements across the time horizons of the NDPP.
  • Assist in the development of structured, analytical methodologies for identifying future defence planning scenarios and the associated challenges appropriate to the potential future missions of the Alliance.
  • Assist in the development of input to, and analysis of, strategic level political and military guidance concerning defence planning and the NDPP.
  • Assist in the analysis and derivation of direction and guidance for the defence planners based on lessons learned from ongoing operations and the identified potential future long-term drivers of requirements.
  • Maintain continuous awareness of future security environment studies, foresight and horizon scanning studies and activities conducted by various military and non-military organizations and institutions, originating from both member and non-member nations. Synthesize this information as required to support NDPP cycles.
  • Maintain continuous awareness of future technology studies and activities conducted by various military and non-military organizations and institutions, originating from both member and non-member nations. Synthesize this information as required to support NDPP cycles.
  • Provide support as necessary to the defence planners within operational analysis expertise and corporate knowledge in the development of policies and methodologies that enable development of the Minimal Capability Requirement (MCR), and draft capability targets.
  • Support ACOS SPP and other senior leaders in preparations for meetings and conferences related to defence planning as required.
  • Supports the Branch Head in his financial responsibility for the Branch allocated budget (covering software, IT equipment and associated travel).

Essential Qualifications / Experience:

  • University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • 4-7 years experience (depending on educational background/degrees) in the military application of Operations Research techniques to major studies that address joint,land, air and maritime military capability requirements. Should have experience in at least one, and preferably more than one of the following areas:
  • Knowledge of capability analysis conducted in national and/or international organizations, such as defense research laboratories, academic institutions or defense ministries.
  • Experience in interpreting information on future trends in order to measure their effect on required military capability.
  • Proven ability to communicate effectively orally and in writing with good briefing skills.
  • Extensive experience in the field of defence analysis related to decision support for military functional areas (e.g. requirements capture, experience in mathematical modelling, optimization, modelling and simulation).
  • Recent technical project experience in a government, international or industrial organization with responsibilities related to Operations Research.

  • Experience in the management and conduct of research and technology programs.
  • NATO Staff Officer Defense Planning Course (ETE-DP-26805) provided by NATO – School Oberammergau (NSO)

Must be in good health and be prepared to travel within and outside the United States in support of the listed duties.

Professional Contacts:

  • The incumbent must develop and maintain professional contacts, typically at a higher level, both within the HQ and with external HQs and agencies involved in requirements analysis. These contacts will require the demonstration of considerable skills in tact and diplomacy coupled with broad professional skills in Operations Research and Military Operations Analysis.

Contribution To Objectives:

  • As can be seen in MC324 and the command’s TORs, the identification, from a military perspective, of future capability requirements is one of the primary functions for ACT. This incumbent will be responsible to use his skills in analysis and research to provide continuity and appropriate advice to support the section head in this task. The incumbent provides supporting analytical advice to HQ SACT staff who develop policy and agree future activities in support of Defence Planning. He/She has a strong influence on the way in which NATO’s required future capabilities are identified and solutions to them are progressed. The correct identification of those capabilities the Alliance needs in order to meet its present and future missions is fundamental to the effort of Transformation.
