Job DescriptionREF: 001The System Architect must assist with Eng support for the project processes, provide system matter expertise in the development and maintenance of the LCSS variable message format (VMF) messages and related products, and support for scheduling, planning, event management as well as risk and issue tracking in support of the project function.

  • Eng support to the project function including the design, planning, integration and development oversight of LCSS,
  • Develop, assess and maintain the LCSS VMF message standard and related products,
  • Assess and support network security for the client, including but not limited to validation and accreditation support, and development of system security measures based on evolving threats;
  • Provide testing, including the planning, preparation activities, as well as support the execution of the testing activities, and the close-out working including documentation;
  • Lead and contribute to the management and maintain the LCSS integrated reference environment;
  • Subject matter expertise in system operation experience;
  • Subject matter expertise in National, Joint and Allied interoperability;
  • Manage the software (SW) baseline integration testing for HQ and mobile environments;
  • Support SW with LCSS source code, object code, SW distribution and system management;
  • Support SW distribution to the user community;
  • Develop one or more system management concepts with associated procedures to enable the effective management of LCSS by trained soldiers and system administrator;
  • Independently evaluate, develop, and integrate proposed system management or information technology infrastructure library tools within the accepted system management concept while developing the associated procedures, workflows, guides, and training material;
  • Research and gather information from several sources such as specifications, notes, drawings, writing manuals, user guides, change requests, etc, in order to create new or update existing procedures, workflows, guides, and training material;
  • Review the above associated documents as created or updated by others and provide recommendation;
  • Windows security patching services to enable Windows server update services (WSUS) and standalone deployment for the MS Windows environment;
  • Provide guidance on the application of the clients architecture framework;
  • Provide guidance to the Chief Engineer on what views are of value and should be developed within the clients ecosystem;
  • In collaboration with the Senior Business Analyst, ensure that the System Architecture is aligned with the LCSS Operational Architecture, Operational Requirements and Concept of Operations;
  • Highlight any gaps or deficiencies of the System Architecture with respect to the Operational artifacts and provide recommendations to the Chief Engineer on corrective or mitigation measures;
  • Perform any other work related to this category.

Qualifications

  • Proof of STEM (Science, Technology, Engineering, or Math) bachelor’s degree in network, software, computer, systems, electrical or a suitable engineering or technical field required to support Land C4ISR. (copy will be required)
  • Must have demonstrated Professional Engineer License within Canada.
  • Preference will be given to candidates that already hold an existing Secret level clearance with PSPC/PWGSC. (contract requirement)
  • A minimum of 5 years’ experience as a Systems Architect for Military Command and Control and Info Systems, or ISTAR systems.
  • Must have 10 years’ experience in at least 1 of the following criteria:
  • Analyzing, designing and/or implementing solutions in one or more of the following areas:
  • Command and control communication and information systems within a distributed platform environment.
  • Command and control communication and information systems within a client/server environment.
  • Military ISTAR systems.
  • Joint or Allied C4ISR Interoperability solutions using NATO Standardization Agreements; and
  • System management solutions (tools and processes) for communication & information systems and/or ISTAR systems.
  • Demonstrated work experience in system integration, verification and validation, for hardware and software components (COTS and/or custom developed) in new or existing systems, in one of the following areas:
  • Command and control communication and information systems within a distributed platform environment.
  • Command and control communication and information systems within a client/server environment.
  • Military ISTAR systems.
  • Joint or Allied C4ISR Interoperability solutions using NATO Standardization Agreements; and
  • System management solutions (tools and processes) for communication & information systems and/or ISTAR systems.
  • Demonstrated work experience as a systems engineer in communication and information systems (Hardware, Software and Network) or Specialty engineering (Security, Modeling, Simulation,
  • ISTAR).
  • Ability to demonstrate at least 8 years of demonstrated experience within the last 10 years in the preparation of technical concept documents, system specifications, and technical proposals in the field of Information Technology / Information management or engineering (i.e. System, software, computer, communication, security, or simulation) experience.
  • Ability to demonstrate at least 8 years of demonstrated experience:
  • Communicating IT frameworks/strategies to management and technical staff.
  • Communicating system engineering direction for projects or systems.
  • Providing advice, guidance and recommendations on technical issues to support the decision making of senior management.
  • Leading multidisciplinary teams in the development of IT tactical systems, frameworks, or strategies.
  • Performing strategic, operational or tactical planning to projects or systems to meet corporate strategy.
