Job description
Reporting to the Head, Corporate Applications (CA), the incumbent will lead the planning, definition, and implementation of system requirements, act as liaison and subject matter expert between ICT and business stakeholders and provide Technical Project Management services to systems projects as required. The professional will work in a team environment with business and technical resources and third-party vendors. The candidate must have strong business analysis skills, broad experience working within a complex matrix organization, and an aptitude towards mentoring less-experienced team members.

Duties and Responsibilities
THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property. The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results-based management skills and tools to support the Organization in implementing its Strategic Objectives, serving all stakeholders of the world aviation community. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. expected results) Leads the planning, definition, and implementation of system requirements, achieving results such as: • Serve as the main point of contact for assigned initiatives. • Develop concepts for business solutions in line with the Enterprise Architecture objectives of ICAO ensuring conformity with ICAO’s Cloud Strategy, Information Security policies as well as operational frameworks. • Prepare roadmaps for implementation and continuous operation and improvement of assigned initiatives. • Analyse existing systems and business processes. • Investigate and recommend systems and solutions. • Document and prioritise requirements. • Develop specifications for new or modified systems. • Aid in writing user acceptance test (UAT) cases and act as a liaison for project stakeholders. • Validate results though testing of systems and reports. Function 2 (incl. expected results) Acts as liaison and subject matter expert between business stakeholders and ICT, achieving results such as: • Advise stakeholders on best practices for solution implementation, operational use, and the potential business impact of different solution approaches. • Lead the evaluation of provider agreements against business requirements assessing compatibility and identifying gaps. • Proactively anticipate and address issues and challenges related to obsolescence and lifecycle limitations for existing tools and systems and prepare mitigation strategies. • Lead negotiations and mitigations as required. • Act as the subject matter expert for assigned initiatives providing relevant information to stakeholders on specific functionalities of chosen solutions and their relevance and usefulness to business objectives. Function 3 (incl. expected results) Provides Technical Project Management services to systems projects, achieving results such as: • Manage and coordinate multiple tasks and deadlines. • Prepare project documentation as required – plans, reviews, descriptions, project briefings. • Maintain project reports including project plans, work packages, descriptions, and risks. • Determine and manage tasks, issues, risks, and action items. • Schedule and facilitate scrum events, meetings, and decision-making processes. • Monitor progress and project performance and help teams to make improvements. • Structure and prioritise business requirements. • Communicate plans with stakeholders for review and approval. • Coordinate with internal and external resources. Function 4 Performs other related duties, as assigned.
Qualifications/special skills
Educational Requirement: Essential Advanced university degree (master’s degree or academic equivalent) in computer science, information systems, information management, information security, software engineering, mathematics, statistics, business or public administration, or in a related area. Desirable • Professional Project Management certification (e.g. PMI, Prince2, etc.) • Agile • ITIL certification • COBIT certification • Other professional certification related to the posting. Professional Experience: • A minimum of ten (10) years of progressively responsible experience in a business analysis, project management and/or programme management capacity, preferably in the context of digital transformation initiatives. • Good working knowledge of at least three of the following landscapes, from a technical as well as a business viewpoint: o System development o Business workflows o Business intelligence o Artificial intelligence o Client relationship management o Corporate business management
Languages
Essential • Fluent reading, writing and speaking abilities in English. Desirable • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Additional Information
Please note that the monthly rate for Band C varies from $7,562 to $10,910.
