The Senior Transport Specialist identifies, processes for approvals, and administers transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS) to support sustainable and efficient transportation initiatives. The position ensures compliance with ADB’s policies, operations manuals, project administration instructions, and assistance-related documentations.
The position will focus on regional cooperation and integration in the transport sector, cross-border transport and trade logistics facilitation and related areas for lending and NLP, TA and policy dialogue with governments and regional bodies. The incumbent will work across regions and with all DMCs, involving all modes of transport such as road, railway, aviation, maritime, inland waterways and multimodal combinations of these modes. Responsibility covers identification bottlenecks and potential solutions related to both hard infrastructure and soft side (regulations, processes and commercial practices). The stakeholders include those involved in the modes of transport and related areas such as, for example, to customs and trade logistics facilitation.
The incumbent will identify potential cross-border transport and trade logistics facilitation projects for ADB financing, define the project scopes and prepare project concept designs. The project designs are expected to utilize the international best applicable border control procedures and technologies to facilitate efficient and environment friendly movement of goods and people among the regional DMCs. The incumbent will identify potential sources and secure TA funding, select and supervise the TA consultants. The outcome of the job is a clear strategy and action plan for ADB with regards to its long-term engagement with DMCs in the regional cross-border transport and trade logistics facilitation.
The incumbent will collaborate closely with other sector groups and departments as ONE ADB team under the ADB’s new operating model and externally with clients and supervise critical tasks, as may be assigned. It is important to keep in view that the project focus will include climate change and decarbonization, private sector participation, enabling institutional and policy environment, quality transport services and financial sustainability, and usage of transformational advanced technologies. The Senior Transport Specialist will also lead in identifying, preparing, and disseminating knowledge work, building capacity of agencies, and replicating good practices of ADB’ funded interventions.
Responsibilities:
- Assumes leadership role in designing regional cooperation and integration programs and projects to support the optimization of passenger and cargo transports across borders through planning and facilitating multimodal cross-border transport and logistics operations and associated actions.
- Conducts dialogues with government officials and other stakeholders on transport sector issues and projects related to regional cooperation and integration, trade logistics and cross-border transport facilitation.
- Supports project identification, preparation, implementation and appraisal, in compliance with ADB’s policies, operations manuals, project administration instructions, and related documentation.
- Provide technical advices and guidance to facilitate discussions of regional cooperation and integration at subregional frameworks including Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Central Asia Regional Economic Cooperation (CAREC), Southeast Asia Subregional Economic Cooperation (SASEC) and Greater Mekong Subregion (GMS).
- Leads project teams and assists other project team leaders (PTLs) in the above functions, as well as lead and coordinate such activities when assigned to be the PTL.
- Actively participates in the network activities in the transport sector and regional cooperation and integration, trade logistics facilitation and cross border transport areas, knowledge sharing, staff mentoring, and keeps abreast of the latest developments and issues.
- Contributes to activities for advocacy, dissemination and knowledge-building around the transport and development issues.
- Monitors a set of sector policy, project appraisal, project implementation, portfolio, and mentoring activities.
- Ensures that sustainability, best engineering practices including high technology and appropriate technology, safety and efficiency, climate change, and gender elements are realistically incorporated in project design for effective implementation.
- Works with borrowers and clients, and provides guidance and assistance in formulating, planning, and preparing high quality documents related to the projects.
- Addresses issues raised as queries, comments, and suggestions from internal review including from senior management, and addresses issues raised by direct and indirect stakeholders.
- Monitors policy and document compliance of projects and programs during implementation.
- Establishes and maintains a monitoring system, reports on project progress, and carries out such administrative tasks as reasonably assigned in consonance with such functions.
Qualifications:
Relevant Experience & Requirements:
- Master’s degree in logistics/supply chain management, transport economics, transport planning, management, public policy, transport engineering, international trade relations or other related fields, or University degree and at least 5 years specialized experience relevant to the position can be considered
- At least 10 years of relevant professional experience in the regional transport and logistics sector including international work experience.
- Deep knowledge of regional cooperation and integration, cross-border transport and trade facilitation development issues in Asia. Significant expertise within a specific area of ADB’s operations (economic, sector or thematic), or breadth expertise across multiple areas with in-depth knowledge within one area.
- Good understanding and experience in the overall tasks needed in the preparation of investment projects, including project identification and conceptualization, analysis of relevant policies, preparing studies and reports, and coordination with external stakeholders, consultants, and government agencies.
- Good skills and experience in coordinating and working with teams of professionals such as for technical, social, and environmental safeguards, economic assessments, and procurement.
- Excellent written and verbal communication skills in English.
