The position is assigned in the Transport Sector Office (SG-TRA) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, supports the delivery of sovereign and nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally. SG-TRA leads policy development dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the transport sector.

Job Purpose
The (Senior) Transport Specialist will assist in formulation of transport sector policies and strategies and conduct interactions with government officials and other stakeholders on transport sector projects. The Senior Transport Specialist will process for approval, and administer transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS) to support sustainable and efficient transportation initiatives. The incumbent will ensure proper project identification, preparation, appraisal, documentation, and compliance with ADB’s policies, operations manuals, project administration instructions, and assistance-related documentations during the development and implementation of loans, TA, and NLPS for the transport projects. The incumbent will collaborate closely with internal teams and resource departments, and externally with clients and supervise critical tasks, as may be assigned from time-to-time. The Senior Transport Specialist will identify, prepare, and disseminate knowledge work, build capacity of agencies, and assist in preparing pipelines of projects with innovation, replication potential, and high technology. The incumbent will report to the Director, SG-TRA, and may supervise one or more National and Administrative staff.
Responsibilities
• Identifies, prepares, and processes projects related to bus rapid transit (BRT), public bus and e-bus transport services, e-mobility, multimodal and integration, green corridor and transport including nonmotorized transport (NMT), and urban traffic management and digital technologies.
• Discusses with country agencies at a conceptual level to frame transport sector operations and prioritize projects at the agency level, including acting as country and/or sub-sector focal for transport projects.
• Conducts dialogue with government officials and other stakeholders to support project identification, preparation, appraisal, documentation, particularly for low-carbon transport projects, and compliance of loans, TA, and NLPS with ADB’s policies, operations manuals, project administration instructions, and related documentations.
• Ensures that sustainability, best engineering practices including high technology and appropriate technology, climate change mitigation and adaptation components, safety, and efficiency are realistically incorporated in project design for effective implementation.
• Works with borrowers/clients, provide guidance and assist in formulating, planning, and preparing high quality documents related to the projects (e.g., project concept papers, TA papers, RRP and linked documents).
• Assists Project Team Leaders (PTLs) in the above functions, as well as leads and coordinates such activities when assigned to be the PTL.
• Addresses queries, comments, and suggestions from internal review including from senior management, and addresses issues raised by direct and indirect stakeholders.
• Monitors policy and document compliance of projects and programs during implementation.
• Establishes and maintains a monitoring system, reports on project progress, and conducts such administrative tasks as are assigned in consonance with such functions.
• Conducts peer reviews and works on knowledge products.
• Actively participates in the network activities in the transport sector, shares knowledge, and keeps abreast of the latest developments and issues.
• Contributes to activities for advocacy, dissemination and knowledge building around transport and development issues.
Qualifications
Relevant Experience & Requirements
• Master’s degree in Civil, Highway, or Transportation Engineering; Economics; Transport Planning; Climate Change/Environment, Transport Management; Urban Transport or other related fields, preferably at post-graduate level or its equivalent
• At least 10 years of relevant professional experience.
• Experience in project processing and administration of urban public transport, BRT/E-buses, E-mobility, multimodal connectivity, NMT, green corridor and transport, intelligent transport system (ITS), and digital-based urban traffic management.
• Experience in project processing and administration of multisectoral projects involving transport, urban, environment, climate etc. and/or of inter-agency projects involving integrated and coordinated approach is preferred.
• Knowledge and experience in climate change activities for mitigation and adaptation in transport sector is preferred.
• International experience in development in several countries.
• Able to utilize and share relevant knowledge to benefit the broader ADB community.
• Able to function as a mission leader/team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader.
• Able to function as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance.
• Able to function as a coach to develop the capabilities/potential of more junior colleagues.
• Excellent written and verbal communication skills in English is required.
• Proficient or advanced competency level in Client Orientation, Achieving Results and Problem Solving and Knowledge Sharing.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
