Completion of an Impact Assessment which integrates input from identified stakeholders at the UN Secretariat and initial Project Plan for changes to the record of personal status in Umoja in line with ST/SGB/2004/13 rev.1. The Impact Assessment will provide, in a concise manner, an assessment of the Organizational impact, including the technical impact on the various human resources interfaces as well as an evaluation of the reporting requirements, recruitment practices, existing key performance indicators (KPI) and commitments in the Organization.Work LocationRemoteExpected duration4 monthsDuties and ResponsibilitiesThe Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC) is undertaking a review of the UN Secretariat enterprise resource systems to ensure the personal status of staff members may be accurately reflected in accordance with the Secretary-General’s Bulletin on personal status for purposes of United Nations entitlements (ST/SGB/2004/13 rev.1). This consultant will work within the Global Strategy and Policy Division (GSPD) which provides policy guidance, strategic leadership, and innovative solutions for managing talent. This consultancy will focus on coordinating the review of the official record of staff member personal data, the touchpoints within the Organization using the record personal data from the enterprise resource planning (ERP) system and the overall impact a technical change to the personal status record Organization’s ERP system would have on different systems, practices, procedures and reports. To this respect, we seek to engage a highly qualified specialist in project management with knowledge of ERP systems and Human Resources. The consultant will evaluate the impact of proposed changes to the record of staff members’ personal status in the UN Secretariat’s ERP systems (Umoja) and ensure all interfaces with Umoja can be properly aligned and prepared to reflect the changes. The consultant will develop an impact assessment report documenting the likely time, effort, and financial as well as any other potential implications of a change to the official record of a staff member’s personal status. The consultant will be responsible for the following: – Conduct a comprehensive review on the various reporting requirements, recruitment practices, existing key performance indicators (KPI) and human resources commitments in the Organization that take into account the official record of a staff member’s personal data – Analyze and assess the impact of a change to the record of personal status of staff members in the ERP by each business area with a touchpoint to the ERP system and a report, including the estimate of technical, financial, time and effort needed to align with the change to the personal status record is completed. The business teams are expected to include, but are not limited to, medical insurance, travel and transportation, pension, recruitment system, human resources support, finance data management, business accountability, and strategic workforce planning – Complete an overall assessment report with recommendations on cost, time and effort analysis that will allow for an informed discussion by senior decision makers prior to the approval of a project plan.Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Certification in globally recognized project management methodology, such as Prince2, PPM, PMP or similar, is desirable. A minimum of seven years of progressively responsible experience in project or programme management, change management, or related area is required. Experience in collating inputs and drafting documents such as reports, briefing materials, and project plans is required. Experience with managing enhancements to ERP systems, such as SAP or similar, is required. Experience with human resources and diversity initiatives is desirable Experience in the UN system or comparable international organizations is desirable. Special skills: · Proficiency in written and oral communication skills. · Proficiency in stakeholder management · A good knowledge of human resources principles and practices, particularly in the context of enterprise resource planning (ERP) systemsLanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Fluency in French is desirable. Knowledge of an additional official UN language is an advantage.
