Orbia has operations in 50+ countries with more than 24,000 employees.The HSE Manager will support major projects by developing and maintaining permits, programs and systems required by State and Federal regulatory agencies including, but not limited to, the US Environmental Protection Agency, Louisiana Department of Environmental Quality and US Army Corps of Engineers. This is a hybrid position based out of Baton Rouge.ESSENTIAL FUNCTIONS

  • Ownership for permitting programs under the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), US Army Corps of Engineers (USACE), and other regulations/agencies.
  • Provide support to manufacturing facilities including guidance on achieving regulatory compliance, interpretation of air regulations, selection/oversight of outside contractors for work including FEL/FEED engineering, multimedia permitting, stack testing, air dispersion modeling, environmental due diligence, wetlands delineation, NEPA analysis, etc.
  • Drive permitting efforts and technical scoping activities for PSD/NSR and CAA Minor Source/Title V and other regulatory permits/modifications.
  • Assess BACT/RACT/LAER and similar economic evaluations.
  • Guide capital project teams including air/water/waste/land use permitting assistance, determining regulatory applicability, guidance on the selection of air pollution control technology, estimating/modeling air emissions, water balance, effluent/stormwater management, LPDES permits, solid/hazardous waste management, RCRA generator/TSDF, natural resources, PSM process safety considerations, etc.
  • Provide regulatory interpretation to support executive decision making and project goals.
  • Subject matter expert for internal/external stakeholders on relevant regulations.
  • Give expertise and support of Orbia sustainability initiatives working closely with sustainability leadership, facility, and project teams.
  • Participate in government, community, public, media, industry, and NGO relations in support of projects and permits.
  • Other related duties, as required.
  • Domestic and international travel required.

EDUCATION REQUIRED

  • Bachelor’s degree in environmental engineering, environmental sciences, or related technical discipline. Master’s degree in related discipline a plus. PE or other professional certification(s) highly desirable.

EXPERIENCE REQUIRED

  • 5 to 10+ years relevant work experience with specific chemical industry and air focus, compensation based on experience.
  • Demonstrated experience with LDEQ, USEPA and USACE multimedia permitting and compliance projects.
