  • Provide leadership, advice, and assistance to both the Deputy Associate Administrator (DAA), the Associate Administrator (AA) and, as necessary, other NTIA and Department of Commerce senior officials in the formulation, development and implementation of programs to assist State and local governments, and other related groups in effectively using broadbandand internet technologies to better provide public services and advance national goals.
  • Guide and supervise a staff of high skilled, multidisciplinary professional and support personnel within the division and in support of division responsibilities, including the coordination of program teams and projects to achieve office objectives.
  • Develop performance, and training plans, conduct mid-year and annual assessments, and manage work activities.
  • Support the DAA and AA in the overall strategic planning and policies for the office and provides leadership in the implementation of those strategic goals and initiatives that impact the division.

This handbook is available on the Office of Personnel Management’s website located at:To qualify at the GS-15 level:SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:

  • Providing advice to tribal nations, or other related groups, on programmatic, administrative or policy matters related to telecommunications positions and initiatives; and
  • Providing oversight, analysis, development, or implementation of new or existing broadband programs for an organization that advances broadband or internet technologies within native nations and lands.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
