This position is in the Life Support Contracts Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Unit, Life Support Contracts or their designate.ResponsibilitiesWithin delegated authority, the Supply (Fuel) Officer will be responsible for the following duties: – Develop, review, monitor, assess and manage technical contracts for the provision of support services. • Plans and prepares current cost estimates/budget implications and long-term forecasts of the Organization’s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities. • Design, develop and updates relevant software for tracking, reconciliation, and costing purposes. • Develop Quality Assurance Surveillance Plan (QASP) and provide guidance to define and implement as per mission requirement. • Monitor the provision of products and services according to the quality, health safety and environmental standards applicable to POL products and services. • Develop SOP and guidelines for fuel operations and audit technical processes. • Lead in setting up of aviation fuel and ground fuel installations at Forward Operating Base and Temporary Operating Base in deep field sites; conduct site board as required. • Develop and implement internal control measures for fraud prevention and implement a system to conduct daily, weekly, and monthly reconciliation of fuel receipts and issues. • Develop, implement and update the Mission Fuel plan and the Unit’s work program. • Ensures that mission strategic and local reserves of general supplies, rations and fuel are maintained at adequate levels, at all times. • Preparation of Statements of Work for new fuel contracts; carry out technical evaluations and preparation of presentations to Local / Headquarters Committee on Contracts. • Initiates actions leading to procurement, maintenance and disposal of Fuel equipment. • Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements. • Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources. • Develops plans for redeployment of assets when Missions are liquidated. • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Analyzes problems, audit and performance reports on mission activities and provides remedial action programs where required. • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission. • Manages field supply delivery operations. • Monitors Third Party Agent procurement status. • Provides guidance to and manages performance of new/junior staff. • Performs other duties assigned by supervisors to achieve Mission mandateCompetenciesPROFESSIONALISM: Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
