SMX is seeking a Senior USNAVSO Surface Warfare Operations Planner to support our customer located at Mayport Naval Station, Florida. The qualified candidate will be responsible for interfacing directly with the Government customer at their onsite facility. Candidate will be responsible for providing subject matter expertise on unmanned systems supporting future operational missions, leveraging analysis and programmatic expertise in executing contracting actions with subcontractors, supporting command operations logistics, implementing plans, programs, policies, and procedures during deliberate planning phases.

The candidate must possess strong interpersonal and communication skills, perform as a self-starter able to timely and efficiently manage multiple tasks, make decisions in ambiguous conditions, while meeting provided deadlines with minimal supervision.

This position requires a DoD secret clearance with the ability to obtain a TS/SCI which requires US citizenship for work on a DoD contract.

Essential Duties & Responsibilities

  • Provide surface operations expertise, requirements validation/clarification and guidance on USN Maritime and navigation related matters including regulations, reports, assess/monitor subcontractors, and answer data calls as required.
  • Serve as the primary subject matter expert/Liaison for Government Representative responsibilities, and coordinate with other operational representatives.
  • Serve as 4th Fleet SME for UAS systems integration into the maritime mission and objectives for affiliated component units, governmental organizations, and partner nation in the SOUTHCOM AOR
  • Demonstrate and share gained experience with working groups, by identifying areas for future implementation of current and arising innovative uncrewed vehicles and technologies, with the final intent of maximizing autonomous operations in support of Maritime Domain Awareness (MDA)
  • Execute logistic planning with associated stakeholders, to include contracting actions with all subcontractors and provide technical support for planning, exercises, testing and operational activities within the SOUTHCOM AOR
  • Schedule, secure, and setup meeting locations, communications, and integration support of various innovative naval based uncrewed technologies to achieve customer mission intentions
  • Utilize Government and non-government sources to initiate market research, evaluation, operational assessment, collection, and analysis to facilitate asset acquisition able to meet N9/SMX requirements
  • Serve as the primary project coordinator for all Maritime Domain Awareness current and future projects, providing risk assessment, cost, technical constraints, alternate planning and scheduled work required, while overseeing the project completion

Required Skills & Experience

  • Required clearance: Secret upgradeable to TS/SCI
  • Bachelor’s degree
  • Knowledge of United Nations Convention on the Law of the Sea (UNCLOS)
  • Knowledge of Navigation Rules and Regulations Handbook (Rules of the Road)
  • Understanding of standard, operations, and requirements for entering ports

Desired Skills & Experience

  • Experience in application of Surface capabilities in a Maritime environment in support
  • Qualified Military Surface Warfare Officer (SWO)
  • Qualified Military Officer of the Deck (OOD)
  • Qualified Military Tactical Action Officer (TAO)
  • 2+ years of COCOM/Navy Fleet Operations experience
  • Proven ability to deliver strategic advice, technical guidance, and analysis relating to the USV mission
  • 2+ years of experience relating to the USV mission and program challenges
  • 2+ years of experience supporting planning and operations in the SOUTHCOM AOR
  • 10+ years of military SWO, civilian mariner, or Contractor Owned Contractor Operated (COCO) experience
  • Ability to communicate effectively with Senior Officers and leadership at all levels
