GPTech is seeking a Mid-Level Project Manager to support one of our large, security-related contracts with federal clients in a high-visibility role. The associate will join GPTech’s team to deliver services under a newly awarded 5-year contract addressing the following work areas:
- Fleet Electrification: The client organization currently operates a fleet of approximately 23,000 vehicles and intends to transition to 50% zero-emission vehicles (ZEV) by 2030. GPTech’s team provides a wide range of technical, programmatic, analytic, and procurement services in support of this ambitious effort.
- Facility Resilience: The client’s facility portfolio consists of more than 1,000 buildings. The client’s ability to execute its mission can be impaired due to power grid outages and the increasing impacts of climate change. The GPTech team provides engineering and operational analyses of client facilities to identify vulnerabilities and mitigation options and supports the development of the client’s overall facility resilience plan.
The position is based in the Washington, DC, metro area and requires onsite presence at least 2 days per week. U.S. citizenship and the ability to pass a background investigation are required.
Responsibilities:
Fleet Electrification
- Collect data, conduct technical research, prepare briefings and reports, and respond to client needs for data and information related to electric vehicles and other ZEV, vehicle recharging technology, and infrastructure development needed to support charger installation.
- Support the development of a data collection program so that the client can evaluate the costs and benefits of ZEV substitution for internal combustion engine vehicles in the client’s operational environment.
- Support the development of programmatic documents that assess the client’s specific vehicle and charger performance requirements, analyze alternatives, and define a stepwise process for expanding the client’s ZEV fleet.
- Track client purchase, upfit, and deployment of ZEV.
- Track client planning, design, engineering, and construction of ZEV recharger projects.
- Prepare briefings for stakeholder groups within and outside the immediate client team.
Facility Resilience
- Support planning, development, and management of agency-wide resilience efforts for energy, water, cybersecurity, facilities, transportation, and other focus areas.
- Work with GPTech technical specialists in planning site-specific resilience studies to identify vulnerabilities and analyze potential mitigation options.
- Prepare business case analyses to identify optimal solutions to mitigate facility vulnerabilities identified during field assessments.
- Compile results of field analyses performed by GPTech engineers, developing in- and out-briefings and reports from this information.
- Develop the biennial client Resilience Plan.
- Track implementation of mitigation project options by facility-management group.
General
- Manage and track various client projects within the Fleet and Resilience programs.
- Engage in other client meetings (in-person and on-camera) relevant to assigned work scope.
- Follow industry developments in relevant technologies and business practices.
- Ensure compliance with government contracting requirements and coordinate with GPTech Practice Area leads to fulfill corporate project management process requirements.
Qualifications:
- U.S. citizenship and ability to pass a background investigation
- Bachelor’s degree in a relevant field (e.g., business management, program/project management, engineering) with at least 3 years of progressively responsible experience in a program or project management role involving energy, construction, acquisitions, and/or strategic decision-making
- Strong analytical and problem-solving skills
- Excellent writing skills
- Demonstrated by program/policy documents developed for previous clients— governmental clients preferred (samples required)
- Excellent verbal communications skills
- Proficiency with software tools for research, analysis, reporting, communications, and collaboration (e.g., Microsoft Office suite, to include Power BI and SharePoint, and TRIRIGA, a government application)
- Ability to report to a physical job site in the Washington, DC, metro area at least 2 days per week.
Preferred Qualifications:
- Relevant technical training or experience with ZEV technology and deployment and/or facility resilience
- Resilience experience may include work related to an Energy Savings Performance Contract
- Deployment would involve taking a whole-facility assessment approach, i.e., energy, water, transportation, security, and communication
- Experience with planning, programming, and policy development within one or more federal agencies
- Candidates will be expected to provide narrative examples and be able to discuss in detail their contributions and outcomes
- Experience with large-scale ($500M+) acquisition efforts, i.e., developing and implementing a Program of Record (federal) or similar (e.g., ship building, real estate development, hospital complex)
- Experience providing consulting services to federal clients
- A successful track record in setting priorities using keen analytical, organizational, and problem-solving skills that support and enable sound decision-making
