The opportunity has arisen to work in our Healthier Communities Team as a Team Leader. We are looking for candidates with a passion for improving the lives of our residents, with vision and the ability to work effectively with partners to deliver excellent services and outcomes for our customers.The postholder will work closely with the Service Manager within a portfolio that includes the management and delivery of the domestic abuse and combatting drugs strategies and the commissioning of associated services and projects. Supported accommodation for those with multiple needs and for those experiencing domestic abuse is also included in this portfolio.Both the domestic abuse and combatting drugs work programmes are complex and ever-changing; therefore, it is essential that you have extensive knowledge of national and local drug and/or domestic abuse strategies, outcome frameworks and delivery plans to ensure the successful achievement of identified priorities. This includes a proven understanding of the governance arrangements and reporting requirements at both national and local levels.You will require a significant understanding and experience of strategic planning, the commissioning process, contracting and performance and outcome monitoring. You will need to be adaptable and flexible, as you will be working on multiple work areas and projects simultaneously, able to prioritise tasks, and cope with changing demands and deadlines.You will lead on the development of local strategies and plans to improve outcomes for our residents, working in partnership with our service providers and key partners to investigate and develop innovative service delivery models to meet the priorities of vulnerable people.The role will require substantial ability to manage complex information and data and have experience of responding to the requirements of external funding bodies which will include performance management and strong financial accountability.The post will be responsible for the day-to-day management of staff, which will include responsibility for undertaking appraisals and supervision, development of staff, recruitment, and where necessary processes such as grievance and disciplinary matters.You must also be able to display:

  • Knowledge of the policies, quality assurance requirements and guidance that governs specialist services including but not limited to OHID, DLUHC, MOJ and NICE.
  • Significant experience of using the National Drug Treatment Monitoring System (NDTMS) and understanding of the complex data collected and reported via the system.
  • Strong analytical skills with the ability to interrogate, interpret and present multifaceted data to highlight issues and risks and support decision making, system change and service delivery.
  • In-depth analysis, interpretation and production of complex and multiple reports including financial returns.
  • Experience of explaining policy concepts and their implications to both experts and non-experts, with the ability to produce clear conclusions.
  • Demonstrate a high level of oral and written communication skills with evidence of an ability to engage and communicate effectively in a range of formal and informal settings.
  • Proven project management skills, in the context of leading or supporting policy and strategy development initiatives.
  • The ability to negotiate, influence and enthuse colleagues both internally and across partner agencies.
  • A commitment to working in collaboration with partners from all sectors including those with lived experience.
  • A clear commitment and proven ability to deliver high quality outcomes and performance with a drive and enthusiasm for change.
  • The ability to successfully deliver results at both a strategic and operational level.
