Job Description

SNV is seeking for a Team Leader – Cambodia Climate Resilience Programme
Pending donor approval

Full-time – Phnom Penh, Cambodia

SNV is seeking an experienced Team Leader to lead an upcoming 48-month Australian funded programme Cambodia Climate Resilience Programme (contingent to funding from DFAT). The design of the programme is still ongoing by the donor, and the specific activities will be prepared in close collaboration with consortium partners during further stage of the procurement process.

Responsibilities

  • Project set-up and design: Establish project structure and procedures, ensuring alignment with organizational guidelines, accounting principles, and donor requirements.
  • Project Management: Lead and manage the project team in Cambodia, assign deliverables, monitor progress, address deviations, and facilitate project closure and evaluation.
  • Technical quality assurance: Ensure the quality of project deliverables and provide technical input to meet the required standards.
  • Contract Management & Project Accounting: Ensure compliance with administrative, finance, and HR components of the project. Manage project budget, obtain approvals for contract/budget deviations, and mitigate financial risks.
  • People Management & Team Leadership: Guide, develop, and motivate team members.
  • Analysis & Reporting: Collect, consolidate, and review project information following monitoring and evaluation guidelines.
  • Knowledge Development: Contribute to internal and external knowledge sharing by documenting project insights, attending workshops/conferences, and applying lessons learned.
  • Results & KPIs: Ensure structured project management, timely implementation, quality deliverables, compliance with contracts and budget, appropriate staffing, risk mitigation, and insightful reporting.
  • Lead and manage impactful water projects in Cambodia (sector leader role): Shape policy, forge strategic partnerships and drive water management and conservation, while being a core member of the Country Management Team and reporting to the Country Director and the Global Water Sector Head.
  • Expanding business opportunities for SNV to expand results and impacts of the programme: This could include exploring partnerships to find additional commercial opportunities for SNV to expand the water and climate resilience portfolio in Cambodia and ensuring sustainability of program results and learnings.

Qualifications

We are looking for a candidate who meets the following qualifications:

  • At least a master’s degree in a field of hydrology, politics, biology, agronomy, environmental, social sciences and/or in a field related to water resources management, disaster risks, and climate change adaptation.
  • Minimum 15 years of professional experience in the field of climate resilience & WASH, with demonstrated experience on programs building local government and water agencies capacities.
  • Previous experience coordinating programs aiming to strengthen local adaptation practices and community-based resilience to climate change.
  • Previous experience coordinating consortium programs with a fund management component. (e.g. small grants to CSO/NGOs).
  • Previous experience strengthening capacities of local water operators in the Indo-Pacific region, preferably in Cambodia.
  • Large experience managing Mult stakeholders’ consortiums of contracts, multidisciplinary and multicultural teams of professionals.
  • Managing high level budget above AUD 5M/year
  • Experience working in the Indo-Pacific region is important. Specific experience working in Climate Change resilience and water programmes in Cambodia is desirable.
  • Fluent in English.
