Municipalities in Jord)ace increasing challenges related to fiscal sustainability, operational efficiency, and institutional maturity, Climate and disaster risks, and the ability to translate national priorities into effective local action To address these systemic gaps, UNDP is supporting the Cities and Villages Development Bank (CVDB) in introducing a comprehensive Municipal Governance Transformation Framework designed to provide a structured, evidence-based framework that aligns strategic municipal goals with operational activities, strengthens performance and risk management, enhances financial transparency, and accelerates digital transformation and institutional resilience. The selected entity will be expected to propose and adapt an appropriate methodology and tools to the Jordanian municipal context. This assignment is financed through the Green Climate Fund (GCF) and shall contributed to GCF`s country-driven readiness objectives by strengthening subnational institutional capacities, governance mechanisms, planning and programming frameworks and the enabling environment for low-emission and climate-resilient development. The assignment shall strengthen municipal capacity to integrate climate priorities into planning, budgeting, risk management, investment decisions, service delivery and performance monitoring, while maintaining alignment with relevant national strategies and climate commitments. The work shall be implemented in alignment with the applicable GCF Readiness and Preparatory support programme requirements, including the Readiness Strategy 2024-2027, the applicable Readiness Results Management Framework and standardized deliverables, as well as relevant GCF environmental and social, gender and stakeholder-engagement requirements. The entity shall coordinate closely with UNDP, the Cities and Villages Development Bank (CVDB), National Designated Authority (NDA) and relevant national and municipal stakeholders.
Against this background, UNDP Jordan seeks to hire a qualified entity to design, adapt and operationalize an integrated Municipal Governance Transformation Framework across seven targeted municipalities to bridge governance gaps, foster institutional maturity, and ensure that municipal operations are aligned with strategic, digital, and financial resilience standards. Bidders are expected to propose the most appropriate methodology tools and implementation approach, drawing on recognized good practices and adapting them to the Jordanian municipal context.
The governance nine domains identified in this TOR define the minimum thematic coverage of the assignment. Bidders may propose equivalent or complementary methodological approaches and tools where these demonstrably support achievement of the required outcomes.
