PROJECT DESCRIPTION

The successful candidate will be the International Medical Corps’ Technical Director for the United States Agency for International Development (USAID)’s anticipated 5-year, USAID/Ukraine Flagship Mental Health Activity. This project is aimed at supporting the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery. This activity is estimated at $50-$100 million with an anticipated solicitation release date of July 15, 2024, and award date of November 20, 2024.

The position will be based in Kyiv, Ukraine.

JOB SUMMARY

The Technical Director assists the Chief of Party in providing technical leadership and oversight of the project deliverables. S/he will serve as subject-matter expert and provide technical guidance and a holistic approach on all the aspects of the project including mental health and psychosocial support, health workforce development, community engagement, quality of health services, and others including coordination with various stakeholders. S/he will define technical thematic priorities and guiding corresponding interventions based on the globally recognized standards and latest evidence. This role includes strategic planning, technical leadership, support and supervision of staff, internal and external coordination and representation and reporting. S/he will support quality control and efficiency of project activities and ensure that implementation is in accordance with USG regulations and procedures.

MAIN TASKS AND RESPONSIBILITIES

Technical Leadership and Project Management

  • In collaboration with the Chief of Party and Deputy Chief of Party, provide technical direction that ensures the project’s implementation and management plans are consistently technically sound and aligned to the aims of project objectives, needs identified, and expected results.
  • Provide overall technical leadership for project deliverables and ensure they are based on and use global and project generated evidence.
  • Provide expertise on the development of the mental health workforce, including the designing of training materials, addressing evolving mental health challenges by providing access to quality community-based mental health services while actively cultivating and pursuing lasting partnerships among the various stakeholders and institutions.
  • Oversee and coordinate the review, analysis, and application of tools and approaches within the project.
  • Lead collaboration and coordination across consortium members to ensure results-oriented directions, targets, deliverables, internal control standards, and measurement plans are technically sound, adhered to, and aligned with project requirements.
  • Lead and coordinate the provision of necessary technical assistance to effectively support project monitoring and quality assurance, as well as periodic review of project work plans and activities to ensure strategic use of lessons learned and best practices.
  • Provide support to the project’s senior management for the project’s overall operational, financial, and grant management needs, including adherence to IMC’s internal procedures and compliance with donor regulations.
  • Develop technical components of annual work plans, draft quarterly reports, and ensure project technical objectives and deliverables are met in a timely manner.

Consortium and Subawards Management

  • Provide technical leadership for the management of the project’s consortium and its partners, providing technical assistance and targeted support to leverage each partner strengths, monitoring technical performance and guidance on progress, technical coordination and communication with partners’ counterparts.

Coordination and Representation

  • Represent the project on the technical implementation of the project externally with donor, key stakeholders technical working groups, as well as internally with all consortium members.
  • You will offer dedicated representation with key counterparts and in technical working groups and step in for the Deputy Chief of Party and/or the Chief of Party, as needed.

Security and Conduct

  • Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies

MINIMUM QUALIFICATIONS

  • Graduate degree in mental health (e.g., psychology, clinical social work, psychiatry, psychiatric nursing) with professional practice experience in clinical mental health
  • Typically, 10+ years of relevant and progressive experience of relevant and progressive professional work experience in designing and managing programs with a focus on health systems strengthening and mental health.
  • Experience leading and/or supporting programs targeted at building the capacity of health workers, national, regional and local health systems strengthening in mental health and related technical areas.
  • Experience providing strategic technical assistance for high-value, multi-partner complex projects implemented in international development and/or humanitarian settings with a focus on emergency preparedness and response, health systems strengthening preferred.
  • Experience providing technical direction, assistance, and oversight for project implementation, measuring performance against targets, as well as leading any necessary training and mentoring staff, partners, and key stakeholders.
  • Demonstrated experience coordinating teams, employing both in-person and remote approaches in various locations.
  • Demonstrated skills in coordinating, facilitating, and managing complex processes with diverse team members, across a large consortium of partners and/or across consecutive years of multi-year health project.
  • Strong leadership and management skills with proven ability to lead and motivate multidisciplinary and multicultural project teams.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
  • Strong interpersonal and communication skills, both oral and written.
  • Strong familiarity with USAID rules and regulations, including monitoring related compliance and mitigating risks.
  • Fluency in written and spoken English required, language skills in Ukrainian a plus.
  • Willingness and ability to travel to project sites in the assigned countries on occasion, including traveling to insecure environments, is required.
