  • Providing coordinative advice, procedures and directives to subordinate organizations for the operation of telecommunications systems.
  • Reviewing the telecommunications position of the SOD operational plans in order to develop, formulate, evaluate and implement the necessary policies and procedures.
  • Determining requirements to include those for equipment and materiel and coordinates the development of funding programs for telecommunications projects.
  • Reviewing and evaluating proposed projects or plans received from subordinate organizations for such matters as technical sufficiency of plans, specifications and justifications.
  • Analyzing conditions or problems reported from the field and makes appropriate recommendations or directs necessary corrective action or preventive measures.
  • Developing communications security operating procedures to verify the accuracy and adequacy of the internal accounting process for all communications security systems in use.

QualificationsApplicants must meet all of the required qualification requirements described below by the closing of this announcement.The Telecommunications Series, 0391, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement.Basic Requirement Education: Undergraduate and Graduate Education: Major study — electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.ORSpecialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.You must demonstrate in your resume at least one (1) year of qualifying specialized experience. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.One year of specialized experience for this position includes: GS-13: Must have one (1) year of specialized experience equivalent to at least the GS-12 level or pay band in the Federal service that includes performing the following duties: 1) Identifying issues from installation, fabrication, or other modifications as necessary for devices; 2) Monitoring and incorporating software updates into telecommunications devices; 3) Documenting and recording persistent issues that require modifying or adapting technologies outside of established performance parameters; and, 4) Resolving problems or issues related to telecommunications deployed in field operations.
