HelpAge International is a global network with over 170 organizations operating in 90 countries, focusing on improving the lives of older people by ensuring their inclusion in humanitarian and development efforts. Since 2013, HelpAge has been active in Lebanon, supporting older persons, refugees, and host communities. In response to the 2023 earthquake, HelpAge expanded its emergency response efforts in Northwest Syria.Partners:
1. Hope Revival Organisation (HRO): A local NGO based in Gaziantep, Turkey, working in both Turkey and Syria since 2013. HRO focuses on providing humanitarian support to internally displaced persons (IDPs) and refugees, with a focus on mental health, psychosocial support (MHPSS), protection, and community resilience.2. Institute for Development, Research, Advocacy, and Applied Care (IDRAAC): A non-profit organization based in Beirut, Lebanon, specializing in MHPSS services for Syrian refugees and vulnerable Lebanese populations. IDRAAC also focuses on research, training, and strengthening community-based rehabilitation systems.The Project:
HelpAge, in collaboration with HRO and IDRAAC, is implementing a humanitarian initiative to address critical gaps in health, mental health, and protection services for 47,800 individuals, including Syrian refugees, IDPs, and host communities in Lebanon and Northwest Syria. The project particularly targets vulnerable groups, including older persons, people with disabilities, and survivors of gender-based violence. The project aims to deliver essential services to 5,000 beneficiaries in Lebanon and 42,800 beneficiaries in Northwest Syria.Interested consultants are invited to submit the following documents to HelpAge HR [email protected] with the email subject: Consultancy –Third Party Monitoring & Evaluation- Lebanon and Northwest SyriaThe short EOI should include:
- A brief technical proposal of how you will approach the Third-Party Monitoring and Evaluation including proposed methodology and timeline (3-page max)
- Financial proposal including all costs related to the Monitoring and Evaluation including consultancy fees, travel cost, accommodation, and per diem (1-page max)
- CV of independent consultant/consulting firm and key assessment team members
- Contact information for one professional reference for each of the proposed team leads
- An example of a recent humanitarian monitoring report and a final project evaluation report, ideally from either of the project locations.
