The International City/County Management Association (ICMA) is seeking qualified consultants to support technical assistance provided to communities as part of a new program to support local stakeholders. ICMA is partnering with the U.S. Environmental Protection Agency (EPA), providing technical assistance, training, research, and peer learning as one of the Environmental Justice Thriving Communities Technical Assistance Centers (TCTAC). ICMA and our partners are designated as a national TCTAC, while also importantly supporting activities in EPA Region 8 (Utah, Colorado, Wyoming, Montana, North Dakota, South Dakota, and 28 tribal nations). There are currently sixteen TCTACS serving all parts of the United States.

ICMA is seeking qualified individual consultants to provide and support envisioned technical assistance (TA) and training for local and tribal government officials as well as local community partners. TA to be provided may include engagements with individual communities as well as cohort-based approaches. TA and training will be customized to help our targeted stakeholders with support to overcome their environmental and energy justice challenges and help them create more sustainable and equitable communities. Persons with expertise working with communities and stakeholders in EPA Region 8 are strongly encouraged to apply.

Expected short term assignments may include:

  • Identifying funding opportunities for environmental and energy justice programming from government agencies, philanthropy, and other sources
  • Reviewing grant proposals and providing suggested revisions prior to submission
  • Providing advice and assistance to help grant recipients effectively manage their award
  • Delivering trainings at conferences, meetings, and other convenings
  • Helping local and tribal governments engage local stakeholders
  • Identifying effective policies, programs, partnerships, performance measures, staffing and funding strategies that mitigate environmental and energy justice challenges in communities
  • Conducting and/or supporting needs assessments.
