Background
Women Empowerment Organization (WEO) is implementing a project to enhance understanding of climate change and its intersection with women’s empowerment in Basrah and Dhi Qar. The project includes capacity-building activities aimed at empowering participants to advocate for equality-responsive climate policies between women and men.

Purpose
This ToR details the requirements for hiring a specialized trainer to facilitate:
1. Technical Training on Climate Change and Women Empowerment
2. Capacity Building Incubator for Inclusive Climate Advocacy
3. Building Government Capacity for Equality-Responsive Climate Policy
4. Joint Workshop of Government and CSOs
Objectives of the Training
The training aims to:
• Provide knowledge on climate change, its impacts, and adaptation strategies.
• Highlight the intersection of climate change and equality issues.
• Equip participants with advocacy skills for promoting equality-responsive climate policies.
• Foster collaboration between civil society and government stakeholders.
Scope of Work
The trainer will:
• Design and deliver a three-day technical training on climate change and equality between women and men.
• Facilitate a four-day capacity-building incubator focusing on advocacy strategies, dialogue engagement, and policy recommendation development.
• Conduct a three-day workshop for government officials on equality-responsive policymaking.
• Organize a one-day collaborative workshop for government and civil society stakeholders.
Deliverables
The trainer will provide:
• Detailed agendas and curricula for each training activity.
• Training materials, including presentations and interactive exercises.
• A comprehensive report summarizing training outcomes and recommendations.
Target Audience
Each training session will comprise approximately 25 participants, including:
• 10 representatives from civil society organizations focused on women’s rights.
• 5 activists or journalists.
• 10 decision-makers, with at least 50% being women.
Qualifications
The ideal trainer should have:
• A Master’s degree or higher in Environmental Science, Equality Studies between women and men, Public Policy, or related fields.
• Extensive experience in climate change and equality between women and men.
• Proven experience conducting training for government and civil society.
• Strong communication skills and familiarity with Iraq’s socio-economic context.

نطاق العمل
سيكون مسؤولاً المدرب عن:
• تصميم وتقديم تدريب تقني لمدة ثلاثة أيام حول تغير المناخ والمساواة.
• تسهيل حاضنة بناء قدرات مدتها أربعة أيام تركز على استراتيجيات الدعوة, المشاركة في الحوار وتطوير التوصيات السياسية.
• إجراء ورشة عمل لمدة ثلاثة أيام لموظفي الحكومة حول صنع السياسات الاستجابة للمساواة.
• تنظيم ورشة عمل تعاونية لمدة يوم واحد لأصحاب المصلحة من الحكومة ومنظمات المجتمع المدني.
النتائج المتوقعة
من المتوقع أن يقدم المدرب:
• جداول تفصيلية ومناهج لكل نشاط تدريبي.
• مواد تدريبية، تشمل عروض تقديمية وتمارين تفاعلية.
• تقرير شامل يلخص نتائج التدريب والتوصيات.
الجمهور المستهدف
ستتكون كل جلسة تدريبية من حوالي 25 مشاركًا، بما في ذلك:
• 10 ممثلين من منظمات المجتمع المدني تركز على حقوق المرأة.
• 5 نشطاء أو صحفيين.
• 10 صانعي قرار، مع ضمان أن تكون 50% على الأقل من النساء.
المؤهلات
يجب أن يمتلك المدرب:
• درجة الماجستير أو أعلى في علوم البيئة، دراسات المساوراة بين النساء والرجال، السياسة العامة أو مجالات ذات صلة.

• مهارات تواصل قوية ومعرفة بالسياق الاجتماعي والاقتصادي للعراق.
