Operating in a fast-paced environment with tight deadlines, this position demands a high level of confidentiality and sensitivity with banking accesses and audit reporting. The Analyst represents HRM in a professional manner and provides exceptional customer service to all taxpayers, residents and other external clients such as law firms and financial institutions. The treasury team receives an average of 9,000 telephone and email requests annually, thus the Analyst must be highly organized, possess the ability to multi-task, have a customer service focus and be able to handle stress and tight deadlines. The Analyst is an agent of change to ensure best practices are implemented and overall compliance with established internal cash control procedures are achieved at HRM by examining records, reports, operating practices and documentation. The Analyst maintains and administers internal control systems by updating audit programs and questionnaires, and recommending new policies and procedures.For a detailed list of duties and responsibilities, please email [email protected] referencing the competition BR number and position title.DUTIES AND RESPONSIBILITIES:

  • Assist the Treasurer and Deputy Treasurer in management of banking activities to ensure sufficient liquidity
  • Perform transfers required to balance HRM’s investment portfolio per HRM’s Investment Policy.
  • Prepare all journal entries for investment purchases,maturities & fund transfers
  • Administer HRM Cash Management Policies & Procedures & provide guidance,advice & direction to other HRM BU
  • Manage HRM costs by monitoring banking service costs & actioning deposit adjustments & chargebacks. Examines HRM bank accounts daily for discrepancies/reconcils transactions & investments
  • Serve as Treasurer for all HRM Tax Sales.Responsible for the processing & secure transport(HRP Escort) of substantial amounts of monetary instruments & reconciliation of amount deposited
  • Assist in budget forecasting by providing Deed Transfer Tax (DTT) analysis & revenue report to Treasurer detailing previous & current year’s figures.Annually produce list of all DTT transactions for external auditors
  • Conduct regular audit/implementation of Cash Management Policies of all HRM Departments & Contractors holding HRM funds
  • Ensure locations processing credit card information are Payment Card Industry Data Security Standard (PCI DSS) compliant
  • Research & provide RCMP time sensitive documentation required for legal investigations into the Proceeds of Crime cases.Must take a Solemn Oath affirming any documents provide are valid & true
  • Audits HRM Transit & Parking Meter revenue
  • Manage HRM’s Pre-authorized Payment (PAP) Program.​​
  • Analyze PAP tax accounts & work closely with clients to ensure they understand account status,changes to payment amounts or frequency,banking information updates,balance/credit and refunds
  • Process funds received via electronic means including Electronic Data Interchange (EDI)
  • Proactively research & validate overpayments on tax accounts.Investigate errors & take corrective action
  • Execute HRM banking transfers & pay outstanding international invoices on behalf of A/P
  • Issue & process payments through residential tax mortgage billing program Calculate data for mortgage billings
  • Administer positive pay program,an integral control in HRM’s cheque fraud detection system
  • Ensure full compliance to all controls,both regulatory & internal,including HRM policies & processes & Canadian Payments Association (CPA) clearing rules
  • Communicate/coordinate chargebacks to appropriate departments for client notification
  • Govern the operation & maintenance of all corporate debit/credit terminals including training,location setups & terminations,equipment installation,equipment inventory control,location changes,chargeback investigations,payment errors
  • Calculate/reconcile all HRWC payments,inspections fees & monthly interest accrued.Action all payment errors/refunds by invoking right of offset

QUALIFICATIONS:
Education & Experience:

  • Minimum of three years of related experience in treasury;
  • Grade 12 and a two-year Business or Accounting Diploma.

Technical/Job Specific Knowledge and Abilities:

  • Demonstrated competency using an enterprise financial software tool, cashiering and Crystal Reports or equivalent experience.
  • Thorough working knowledge of the Halifax Charter and Administrative Orders, Municipal Government Act (MGA), PCI Data Security Standard (PCI DSS), Canadian Payments Act, Freedom of Information and Protection of Privacy Act (FOIPOP), HRM By-Laws, Banking Software / Secured online banking sites.
  • Thorough working knowledge of Microsoft Office Suite.
  • Strong customer service skills.
  • Excellent oral and written communication skills.
  • Working knowledge of Nova Scotia Property on Line.
  • Strong internet research skills.
