Job description

This position is primarily responsible for processing HQ payments on a daily basis. In addition, the incumbent will be responsible as a back-up for confirmation and settlement of Investment transactions.

Payment processing in Quantum for UNDP and agencies service by UNDP in HQ and filter payments for data quality and compliance:

  • Run the Payment Process Request (PPR) in Quantum for A/P, Check, Manual, and T&E including invoices prepared by Country Offices.
  • Determine the funding requirements for HQ disbursing bank accounts in all currencies, and advise the Treasury Associate of the Investment Unit of the liquidity needed.
  • Monitor PPR process in Quantum and TRAX, and troubleshoot PPR failure immediately in Quantum/TRAX, and inform relevant business unit agencies of the failure and required resolution action.
  • Monitor and troubleshoot the payments including managing payment inquiries and payment monitor, recall and returned/rejected payments.
  • Send electronic payment advice file to Agencies for EFT transactions processed.
  • Alert the Treasury Specialist any unusual issues of manual processing

Payment processing in SWIFT:

  • Manually prepare SWIFT messages for payments and Treasury transactions that could not be processed as STP from Quantum and Integrity.
  • Ensure compliance to UNDP FRR for the payments prepared and released from SWIFT, and reconcile transactions prepared and released against acknowledgements from SWIFT.
  • Maintain records for manual payments processed through SWIFT and Bank Balances for

year-end accounts closure.

Issue checks and manage check and cash deposits:

  • Prepare system checks for all approved check payments, run CHK PPR, and distribute checks.
  • Follow up with payees on checks that have not been collected
  • Maintain the check register for the disbursement accounts.
  • Process returned checks.
  • Follow established procedure to deposit check and cash and maintain records of deposits including those of collection items and follow up to ensure that collection items are credited.

Providing back-up support to the unit:

  • Perform as back-up to Treasury Associate position (Post no. 26293) and Senior Treasury Associate (Post no. 26506) and as assigned by the Supervisor.
  • Do other duties as assigned by the supervisor.

Required Skills and Experience

Education:

  • Completion of Secondary Education/High School Diploma is required;
  • A first level university degree (Bachelor’s degree) in Finance, Business or Public Administration is desirable, but it is not a requirement.
  • Having a specialized certification in Accounting and Finance is preferred.

Experience:

  • Minimum 6 years (with Secondary Education/High School Diploma) or 3 years (with Bachelor’s degree) of relevant experience in cash management/treasury or banking function;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required;
  • Advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems is required;
  • Experience with ERP financials, preferably Oracle, IPSAS, Treasury and Accounts Receivable modules will be an asset;
  • Knowledge of global payment system, banking, and SWIFT desirable.
  • Having a country office experience at the UN system is desirable;
  • Knowledge and experience of UNDP financial policies and procedures is an asset;

Language:

  • Fluency in the English language is required;
  • Working knowledge of another UN language is an advantage.
