Our Treasury Services Division is seeking a talented Treasury Portfolio Manager to play a key role in implementing and monitoring investment and debt strategies that align with the Region’s goals and objectives.Key Responsibilities:Portfolio Management:
- Develop and monitor investment strategies aligning with the Region’s long-term objectives, considering market and economic conditions
- Invest the Region’s cash from surpluses, reserves, reserve funds, and debt proceeds
- Determine security selection, size, timing, and pricing of trading positions to enhance annual returns.
- Align investment activities with the Region’s general and sinking fund portfolios and those managed on behalf of other entities
- Create financial models and scenario analyses for potential portfolio strategies
- Conduct credit analysis on a range of fixed income securities including corporate bonds
- Negotiate and execute fixed income security transactions and resolve pricing or transactional disputes
- Provide expert advice on fixed income capital markets and macroeconomic conditions
Debt Issuance Support:
- Provide support for all debt issuances for the Region and local municipalities as required.
- Provide support on investor relations activities
- Provide support on financial modeling and credit rating analysis and reviews
- Recommend and execute strategies involving forward rate agreements, interest rate swaps, and other hedging instruments
Collaboration:
- Work closely with the Senior Treasury Portfolio Manager and team on policy development, cash flow/liquidity analysis, and portfolio analysis
- Coordinate with other Treasury staff on money market investments, securities settlement, regulatory compliance, and audit requests
- Develop relationships with bank syndicate and investment dealers, in addition to building relationships and working closely with internal stakeholders
Expert Advisory Role:
- Advise and collaborate with the Senior Treasury Portfolio Manager and other staff on investments and regulatory compliance
- Execute and negotiate security transactions within legislative and policy confines
- Interpret financial and economic data for investment and debt strategies
- Prepare analytical reports for the Director of Treasury Services, CFO, Regional Council, Investors, and the Treasury Oversight Committee
- Recommend policy and investment program/process improvements.
- Support the preparation of periodic investment reports

- A Bachelor’s degree in Finance with a CFA designation or an equivalent combination of education and experience Minimum 5 – 7 years of investment management experience at a financial institution or a large multi-divisional organization
- Experience in financial/economic analysis and forecasting
- Experience using Bloomberg, custody, and treasury management systems
- Ability to work outside of normal business hours, as required
Skills/Abilities:
- Demonstrated experience in writing analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations from the results of studies
- Demonstrated experience in the analysis, design and creation of computerized financial models
- Thorough understanding of accounting principles as they apply to investment management
- Knowledge of provincial and municipal statutes and regulations pertaining to investments issues including the ability to interpret and explain complex legislation
- Sound knowledge of financial and economic principles and practices and the workings of capital markets, both domestically and internationally
- Demonstrated leadership, negotiating and project management skills
- Computer literacy utilizing MS Office software applications with proficiency in word processing, spreadsheet, database and presentation software applications
- Ability to present recommendations; make presentations to varied audiences including members of Council, local municipal staff and members of the public
