You’ll craft and implement comprehensive communication strategies, develop and share compelling materials that tell a story, and engage with diverse audiences like Tribal nations, government entities, advocacy groups, the media, and more.All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.About the division:This position reports to the HCA Communications Division (COM), which provides external and internal communications support for the agency. This position serves as a Tribal Affairs Communication Consultant within the Office of Tribal Affairs (OTA) at HCA. OTA supports Tribal health care programs, Urban Indian Health Programs, and other Indian health programs (collectively, Indian health care providers or IHCPs). OTA’s work is specifically intended to support Tribes and help HCA leadership and staff and managed care organizations (MCOs) navigate the unique government-to-government relationship that Tribal Nations have with the state of Washington.About the position: The Tribal Affairs Communication Consultant will serve as a strategic communications advisor and play a pivotal role in overseeing, developing, and implementing a comprehensive communications strategy for OTA’s high-profile, multipartner, statewide, and national efforts. Collaborating closely with the Policy Communications Manager, COM and OTA teams, HCA leadership, Tribal leadership, and other key partners, the position will lead both internal and external communications efforts for OTA and Tribal programs and initiatives.This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.DutiesSome of what you will do:

  • Oversee, develop, and execute strategic communications and tactical planning for OTA and OTA-supported Tribal programs and initiatives.
  • Develop HCA library of photos, video, and other media specifically from Tribes and Native communities across Washington State so American Indian and Alaska Native people are represented in HCA communications.
  • Work closely with OTA team and others to identify the who, what, where, when, why, and how of communicating about OTA, Tribal affairs, and OTA-supported Tribal programs and initiatives. Determine and mitigate communications risks and identify unintended or inequitable consequences.
  • Collaborate and build trusting relationships with OTA team; HCA leadership; Tribes; Tribal organizational partners, other state agencies with Tribal representation, COM team, and others.
  • Advise, consult with, and inform internal staff on Tribal communications best practices, techniques, and audience needs.
  • Analyze the extent of Tribe’s, HCA leadership and staff’s, and others’ understanding of OTA and OTA-supported Tribal programs and initiatives, and the type of information they need.
  • Evaluate effectiveness of information and activities and recommend changes as needed.
  • Work with OTA Regional Tribal Liaisons and others to prepare and distribute communications and outreach materials.
  • Develop, plan, and coordinate special events, such as National Native American Heritage Month. Work with Tribal Affairs Administrator, Tribal Affairs Deputy Administrator, and others to develop a communications strategy to spread awareness about Native American heritage, culture, and history.
  • Serve as a spokesperson, write Dear Tribal Leader Letters (DTLLs), press releases, announcements, and alerts and disseminate them to intended and identified audiences.
  • Create and disseminate OTA and Tribal-specific collateral, such as presentations; publications; FAQs; fact sheets; one-pagers; infographics; invites/save-the-dates; guidance and instruction materials; talking/key points; speeches; web pages; and blogs/articles.
  • Apply agency brand and style standards as well as accessibility, usability, active voice, and readability (plain language) standards.

QualificationsRequired qualifications:Qualifying candidates will meet one of the following criteria options:Option 1:

  • Bachelor’s degree in English, communications, journalism, public relations, or related field, and
  • Three (3) years of writing/editing/translating experience.

Option 2:

  • Associate degree, and
  • Five (5) years of writing/editing/translating experience.

Option 3:

  • Seven (7) years of writing/editing/translating experience.

Qualifying candidates must also meet the criteria below:

  • Proficient skill in the use of various software, including Microsoft Word, PowerPoint, Excel, and Adobe Acrobat.
  • Demonstrated ability to:
  • Edit reports, presentations, and other materials and content with close attention to detail, accuracy, plain talk, active voice, flow and format, repetition, and inconsistencies.
  • Write content and materials that are easy to understand, plain-talked (plain language), have active voice, are accurate, and vetted appropriately with subject matter experts.
  • Clearly communicate complex technical information in verbal, written, and other communication forms to a non-technical audience, including the application of plain language to legally precise or technical documents.
  • Communicate and interact with managerial, administrative, and professional staff as well as customers, Tribal partners, other partners, stakeholders, and others with respect and cultural humility.
  • Share ideas, recommendations, and risks in a collaborative, courteous, and professional manner.
  • Plan strategically, identify communications needs, and develop goals and comprehensive communications plans for achieving identified goals, strategies, and tactics.
  • Adapt to changing business needs, conditions, and work responsibilities, and adjust work habits and methods as needed to achieve successful solutions and results.
  • Work effectively and professionally and produce high-quality work in stressful or time-limited situations.
  • Organize and prioritize workload to complete work on time and in a fast-moving environment. Balance and successfully complete multiple projects/tasks with the same deadline.
  • Successfully lead, coordinate, and manage large and small projects and groups of people.
  • Build strong and trusting relationships across teams, divisions, agencies, organizations, and partners to achieve communications goals.
