The UNDP Projects Management Office (PMO) in Nicosia, Cyprus, seeks to contract on behalf of the Committee on Missing Persons in Cyprus (CMP) a Database Associate to contribute to CMP’s mandate.

The principal mandate of the CMP is to establish the fate of the people that went missing as a consequence of the tragic events of 1963-1964 and 1974 and to provide answers to anguished families. One important aspect of this work is to exhume, identify and return remains of missing persons. This process enables the relatives of the victims to recover the remains of their loved ones, arrange for a proper burial and provide closure to a long period of anguish and uncertainty, thereby promoting a process of reconciliation, healing and dialogue between both communities. This project also aims to strengthen the capacity for civil society to engage in sustained cooperation and reconciliation, through the important participation of bi-communal scientific teams in all stages of the process. This bi-communal cooperation will strengthen civic participation toward an issue that is critical for the healing of old wounds, and will sustain partnerships of cooperation and trust between both sides.

The CMP Project includes the following phases:

  • Investigation: Information is collected and analyzed in order to identify potential burial sites.
  • Excavation: Potential burial sites are excavated and human remains are recovered.
  • Anthropological Analysis: The biological profile of the exhumed remains is established through scientific anthropological analysis.
  • Genetic Testing and Matching: DNA analysis is conducted on exhumed remains and relatives of missing persons.
  • Identification and Return of Remains: Formal identification of a missing person is concluded, the family is informed, remains are returned and psychological support is provided.

The Database Associate is based in the CMP Anthropological Laboratory and CMP GC Member’s Office. The incumbent reports to the Project Analyst and works in a close contact with the CMP and UNDP teams.

Duties and Responsibilities

Summary of key functions:

  • Support in shared Management of CMP database, including its shared administration focusing on achievement of the following results:
    • Support the administration of the database and users;
    • Assist in the support the personnel with request for searchers and viewing of the database;
    • Create, edit, delete fields/entries of the database when requested;
    • Shared maintenance of the external laboratory connectivity of the database;
    • Conduct shared maintenance of the database;
    • Act as one of the two focal points of the database;
    • Act as one of the two focal point for database management and software.
  • Collaborated with another database manager, support in systems infrastructure administration of the CMP laboratory (CAL), the Offices of CMP’s       Turkish Cypriot and Greek Cypriot Member:
    • Workstation (personal computer) jointed installation/configuration/maintenance:
      • Hardware and software shared maintenance and repair of office workstations;
      • Hardware and software shared maintenance and repair of Committee Anthropological Laboratory (CAL) workstations;
    • Tablets: Participate in installation of software and SIM cards and ensuring protection of the devices;
    • Support in functioning and maintenance of printers/scanners/copiers;
    • Knowledge-sharing: Assist in provision of assistance to CAL staff with regards to office applications and any other computer-related questions;
    • Support create, edit, suspend users & privileges;
    • Act as one of the two focal points for systems and software.
  • Collaborated with another database manager, support in the ensuring of efficient networks administration, focusing on the achievement of the following results:
    • Support create, edit, suspend database users & privileges;
    • Shared maintenance of the network physical layer (structure cabling, fiber optic connections between switches that are installed at other buildings);
    • Shared monitoring the network’s usage, traffic and failures as well as the provision of general repairs and security;
    • Assist in the coordination with the hardware and software suppliers;
    • Act as one of the two focal points for network. Shared maintenance of remote monitoring systems and keeping track of the use of resources;
    • Shared maintenance of an active directory, sharing and security and user’s account and IIS (web interface for the database);
    • Conduct daily backups and apply industry standard for backup retention;
    • Monitor Wi-Fi of CAL: Support in maintenance of Access List and devices.
  • Guide and support in the ensuring of information security of CMP offices (CMP GC Member’s Office, CMP TC Member’s Office and Archive Research Unit located in the CMP Third Member’s Office) and CAL, with a focus on achieving the following results:
    • Support in network security design;
    • Support in monitoring of networks to detect any suspicious or hostile activities, and taking necessary measures, such as installing updated firewall access lists that defend against malicious system attacks;
    • Assist in implementation and maintenance of computer and information security systems;
    • Shared maintenance of the security of all information technology services and recovery as per best practice including the CMP database;
    • Shared maintenance of the security for wired and wireless networks;
    • Authenticate servers with another database manager;
    • Support in providing access control to sensitive data;
    • Support in providing access to premises;
    • Support in conducting of periodic network monitoring and intrusion detection analysis to determine if there have been any attacks on the system;
    • Mitigate actions to contain the activity and minimize damage to the backup of all relevant data and restoration of lost data;
    • Shared work with Archival Research Team, as relevant, to ensure security of sensitive records.
  • Support in cloud services and software development, with a focus on achieving the following results:
    • Support in the backup and monitor of security standard of website;
    • Update endpoint A/V policies for improved ratio of security to performance;
    • Setup and maintain M365Assist in the development of software to replace M-Files.
  • Contribute in handling CMP e-mail administration, with a focus on achieving the following results:
    • Act as one of the two focal points for contacting the service provider;
    • Shared maintenance of the [email protected] account and forwarding of e-mails to relevant parties.
  • Provision of logistic support, with a focus on achieving the following results:
    • Assist in liaise with suppliers to resolve on-site hardware and maintenance for peripherals, in service areas, fire alarm, access control, lighting, drainages etc.;
    • Act as one of the two points for contact between suppliers/contractors and the CMP Lab to coordinate deliveries and installation of various equipment and scheduled service (IT works, repairs, etc.).
  • Support in the maintenance of CMP website:
    • Support in the maintenance of the website domain, software and security;
    • Support in the uploading of press releases, monthly statistics and other updates.
  • Support knowledge building and knowledge sharing in the office focusing on achievement of the following results:
    • Participation in the trainings for the staff related to the duties performed.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Database Associate will be based at the CMP Anthropological Laboratory in Nicosia. He/She will be reporting, under the supervision of the UNDP Cyprus Project Associate.

Required Skills and Experience
Education:
  • Secondary education is required with specialized in Information Technology Systems, Information Management, Computer Science or related field, OR;
  • Bachelor’s Degree in Information Technology Systems, Information Management, Computer Science or related  or equivalent field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum 7 years (with secondary education), or 4 years (with Bachelor’s degree), of progressively responsible experience in the area of Information and Communication Technologies including Database Management, Hardware and Software Packages Management, Networks Administration, and web content management.

Required  Skills:

Hands on Work Experience on below technologies is a requirement:

  • Active Directory & LDAP.
  • Failover Clustering Hyper-V & Storage Management.
  • Azure.
  • MS SQL setup and maintenance scripting.
  • Powershell Scripting (For all systems).

  • Network & Firewall knowledge on layer 2 & 3.
  • Basic commands in Linux for VMs maintenance.

Demonstrated knowledge and experience in the usage of computers and office software packages (MS Word, Excel, etc.) and working knowledge of spreadsheet and database packages, as well as experienced handling web-based management systems.

Desired Skills:

  • Microsoft and Cisco certifications including Cisco Certified Network Administrator / Cisco Certified Network Engineer and Microsoft Certified Professional / Microsoft Certified Systems Engineer are considered as asset.
  • Professional certification in the field of Information Sciences, Data Analysis, Computer Sciences or engineering or related field is a plus.
  • Experience working for an International Organization would be an asset.
  • Demonstrated ability to network and collaborate across UN Agencies and multi-lateral aid and other organizations would be an asset.
  • Prior experience in working with the UN and complex environment would be desirable.
  • Prior experience and Good understanding of the sensitive and bi-communal work of CMP is an asset.

Required Languages:

  • Fluency in English and Greek is required.

Professional Certificates:

  • Nationals or others legally authorized to work in Cyprus are eligible.
  • The incumbent will travel in Cyprus and a valid driver’s license is a requirement.
