ORGANIZATIONAL CONTEXT:

The incumbent is expected to work closely with relevant government departments to identify potential funding opportunities and strategic
areas of collaboration for WFP with provincial government, and
facilitate in development of PC-1s. One of the primary responsibilities
of the incumbent is to ensure strong collaboration and coordination
mechanism with all relevant departments and stakeholders which will
contribute to the success and sustainability of these interventions at
the provincial level. Furthermore, the incumbent must work closely
with WFP provincial office and P&D Foreign Aid Office on resource
mobilization and funding opportunities for collaborative joint
initiatives with provincial government.

BACKGROUND

Despite progress, the nutrition and hunger situation remain serious in Pakistan, which ranks 109th out of 127 countries in the 2024 Global Hunger Index. WFP continues to support the government to reach their targets under Sustainable Development Goal 2- Zero Hunger – through policy and governance support, advocacy, nutrition program, fortification, evidence generation and innovation.
The World Food Programme has been present in Pakistan since 1968 and over the years, WFP has assisted more than 40 million people. WFP works with the Government and partners to improve food security and nutrition among the poorest households and the most vulnerable communities across
the country.
In Balochistan, WFP is working closely with the provincial government and its respective line departments on several fronts to contribute to improving food security and nutrition. WFP’s MoU on its five-year Country Strategic Plan (CSP) for 2023-27 has been signed with Planning & Development department, Balochistan, therefore, WFP primarily liaises with the P&D department. Furthermore, as it is imperative to address food insecurity and malnutrition through multisectoral interventions, WFP is also supporting and leading the revitalization of the SUN Secretariat.

JOB PURPOSE

WFP is seeking services to ensure that technical support is provided to Planning & Development (P&D) to ensure that nutrition is mainstreamed in all development plans and interventions through collaboration, coordination and multisectoral engagement. It includes resource mobilization for the multisectoral nutrition interventions within government and donor fora through P&D Foreign Aid Office

 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): Based in the Provincial P&D Office, the Consultant will report administratively and operationally to the Head of the WFP Provincial Office in Quetta with constant engagement with P&D staff to deliver on the following accountabilities:

1. Strengthen and ensure an enabling environment for the development of multisectoral nutrition action plans in collaboration with the provincial public sector that align with the provincial priorities.

2. Promote policy advocacy, development and implementation to strengthen and sustain the promotion of optimal nutrition outcomes through multisectoral nutrition lens adopting collaborative and synergistic interventions among key stakeholders.

3. Effectively work with the stakeholders to ensure alignment of interventions with the movement goals to strengthen government policies and programs related to nutrition and food security.

4. Strengthen the capacity of the relevant departments and work towards integrated programming and integrated PC-1 development.

5. Advocate within government for donors to invest in the Nutrition Sector and Food systems strengthening to ensure challenges to food insecurity are minimized.

6. Collaborate with provincial government to work on public finance for nutrition specific and nutrition sensitive programming and assist in program development for multisectoral nutrition interventions including PC-1s and donor proposals.

7. Facilitate in data analyses and prepare reports including Value for Money and cost benefit analysis to advocate the need for multisectoral nutrition interventions that could provide substantial basis for initiating resource mobilization efforts.

8. Through active involvement with stakeholders, sustain the momentum gained for sectoral investments by various UN agencies, bilateral agencies, donors, INGOs/NGOs and other partners which demonstrates the alignment of resources behind provincial priorities.

9. Provide support and participate in various capacity-building initiatives undertaken by public and private stakeholders.

10. Ensure that nutrition-sensitive activities are reflected and budgeted in the PSDP schemes through strategic collaborative efforts with various line departments at the P&D.

11. In close collaboration with the P&D program section and relevant departments, take lead in reviewing development projects budget and interventions through a nutrition lens in line with the Pakistan Multisectoral Nutrition Strategy 2018-25.

 

EDUCATION & EXPERIENCE

 

Education:

Advanced University degree in Nutrition, International Development, Economics, or first level university degree with 2 additional years of experience in the relevant fields.

Experience:

5 or more years of relevant professional and managerial experience related to national/ provincial development programmes, policies, strategies or plans and institutional structures, preferably in relation to Nutrition and or Food Security. Experience in stakeholders’ engagement and coordination at provincial government level and experience engaging with P&D department’s Foreign Aid office and Program section would be preferable.

Knowledge & Skills:

  • Understanding of Agenda 2030 and respective targets – particularly SDG1, SDG2 and SDG17 – and how the work of WFP can contribute to achieving them.
  • Familiarity with WFP’s mandate and programme.
  • Knowledge of current thinking and developments in the field of Multisectoral Nutrition and public policy
  • Knowledge of key provincial, national and regional contexts and issues
  • Strong analytical and problem-solving skills
  • Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
  • Ability to develop and maintain relationships with a variety of stakeholders, conveying an informed and professional demeanor toward internal and external partners and stakeholders
  • Appetite for exploring and experimenting with new ideas and approaches.
  • Ability to work independently in a timely and organized manner
  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.
  • Proficient computer literacy.

Language:

Fluency in written and spoken English and proficiency in local languages.
