How can you make a difference?

GSSC have identified the potential for UNICEF of a Remote Support Transactional Hub (Hub) based at the GSSC to support sudden onset emergencies. The Hub would be immediately available for a defined period to deliver transactional services remotely, ensuring responsiveness and avoiding additional cost and risk to UNICEF and its staff. This facility would also be extended to support smaller offices on an ongoing basis to provide transactional support that may not be affordable or available locally.

The core team of a Field Support Specialist (P-3) and Senior Admin & Finance Associate (Process Support), (GS-7) would ensure the establishment of a robust remote service infrastructure and the management of a scalable GS-level processing resource serving the supported offices. Effectively, the Hub service becomes an outsourced resource of the office, readily available and skilled with the necessary processing resource, defined workflows and service catalogue and tools to provide a seamless support valued by the customer.

Based on arising needs and upon agreement, the Hub services can be scaled to support multiple offices or programs concurrently and would leveraging resources from its existing GSSC processing teams.

Key Roles and Responsibilities of the post:

The Senior Administrative & Finance Associate (Process Support) reporting to Field Support Specialist, provides procedural expertise and technical knowledge on upstream office transactions and have a strong commitment to relieve impacted offices of transactional burden in the areas of Finance, Human Resources and Procurement. This requires a dynamic, multi-skilled, and self-motivated individual with experience in project coordination who can excel in building trust with supported offices while effectively interacting and collaborating across all levels of the organization.

This will involve:

  1. Service Delivery
  • Ensure applicable GSSC delivery standards and maintain Quality, Risk and Incident Management and the implementation of recommendations and mitigation measures.
  • Ensure the documentation and maintenance of the Hub Standard Operating Procedures (SOPs) that would detail the process steps that the Hub staff will follow for each process and the Hub Process Guidance Documents that would guide the authorized staff in the office on the transmission of transactions.
  1. Communication, Knowledge Sharing and Process Improvements
  • Responsible for the up-skilling of GS-level resource including training, guidance and developing and updating relevant process documentation.
  • Develop and continuously improve robust and effective processes and tools to use in order to realize the benefits of the Hub that is delivers on its commitment to transactional burden reduction and cost effectiveness.

Minimum requirements:

Education:

  • Completion of secondary education is required, supplemented with professional/university level courses in accounting and finance/business administration and related study are considered as an asset.

Work Experience:

  • A minimum of seven (7) years of experience in the area of Operations Management which includes a few areas such as budget and finance management, HR management, procurement & administrative services. Minimum 4 years of relevant work experience is required for candidates with completed bachelor’s degree. A relevant master’s degree replaces an additional two years of experience.
  • Experience in a UN system agency or organization some of which served in a shared service center or consulting/audit is considered as an asset.
  • Advanced knowledge of Microsoft Office, especially Excel, required.
  • Experience in database packages, web-based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
  • Experience with IPSAS and/or IFRS is considered as an asset.
  • Membership in an internationally recognized professional finance body, such as ACCA/ ICAEW/ CIMA/ CIPFA/ CPA/ACT is considered as an asset.

Language Requirements:

  • Fluency in both spoken and written English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
