OBJECTIVES OF THE PROGRAMME
Dans le cadre de la mise en œuvre de ses nouveaux projets specifiques, l’OMS aimerait recourir aux services d’un Assistant Budget et Finance pour apporter un appui a ses operations dans ce domaine : fournir un appui aux responsables et aux membres du personnel afin de leur permettre d’exercer pleinement leurs responsabilites dans l’environnement du GSM; garantir la conformite aux politiques, procedures, regles et reglements de l’OMS dans toutes les transactions ou pour toutes les questions administratives et financieres, dans le contexte d’un systeme de planification des ressources institutionnelles (ERP).
DESCRIPTION OF DUTIES
Sous la supervision directe l’Administrateur national charge des Finances et l’orientation generale de l’Administrateur charge des Operations, le/la titulaire du poste s’acquitte des principales taches suivantes :• Assister les membres de l’equipe sur tous les aspects du controle budgetaire, par des rapports sur la situation financiere du projet, les procedures, les couts estimatifs et depenses effectuees, ainsi que les problemes de financement eventuels ;• Effectuer le point mensuel du financement permettant de suivre le niveau d’execution budgetaire des projets ;• Effectuer le suivi regulier et rigoureux des lignes budgetaires des projets ;• Faciliter la mise en œuvre des activites des projets et en assurer le suivi avec des rapports mensuels (DFC, DI,) LOA Grant, etc ;• Maintenir un tableau de suivi rapproche financier des activites des projets ;• Suivre les elements en suspens avec les partenaires ;• Faire la revue des demandes de DFC, DI et LOA Grant emanant des projets ;• S’assurer que les demandes de DFC, DI et LOA sont en conformites avec les principes et procedures de l’organisation en la matiere ;• Faire un suivi des rapports de DFC, DI et LOA Grant et produire un rapport financier regulier des projets ;• Conseiller et assister les fonctionnaires, experts et consultants des projets sur toutes les questions administratives et financieres (indemnites, paiement & remboursement des frais de voyage) ;• Superviser et controler le flux d’informations financieres des projets ;• Assurer la verification, le tri, l’analyse et l’identification des domaines necessitant une action des charges de programme ;• Proceder au traitement des requetes de paiements approuvees par le representant et/ou l’Administrateur, charge des operations ;• Assurer un suivi efficace et opportun des demandes d’information emanant des charges de programme, en liaison avec les differentes unites et equipes, le cas echeant ;• Diffuser des informations sur les procedures administratives et aider le personnel des projets a adherer aux procedures administratives de l’Organisation ;• Surveiller /assurer le suivi des demandes de biens et services, y compris les exigences de reception, de paiement et de l’inventaire ;• S’acquitter de toute autre tache connexe selon les besoins ou les instructions, y compris fournir un appui a d’autres domaines du travail.Les resultats escomptes comprennent un rendement de qualite en temps voulu et la production de resultats permettant d’atteindre les objectifs de l’unite et de favoriser une mise en œuvre efficace du programme dans la Region.
REQUIRED QUALIFICATIONS
Education
Essential: Etre titulaire d’un diplome de fin d’etudes secondaires (Baccalaureat au minimum) suivie d’une formation en Finances ou en Comptabilite.
Desirable: Un diplome universitaire en comptabilite ou finance serait un atout.
Experience
Essential: Au minimum huit (08) ans d’experience pratique et pertinente en comptabilite ou finance.
Desirable: Une Experience dans des postes similaires au sein du Systeme des Nations Unies (SNU) dans une ONG internationale ou avec des partenaires multilateraux ou bilateraux serait un atout.Experience basee sur Oracle ou d’autres systemes d’ERP est aussi un atout.

Capacite a planifier, organiser, coordonner et mettre en œuvre des rapports de plusieurs sources ; aptitude a exprimer ses idees de maniere claire et concise, a l’oral comme a l’ecrit. Concevoir et a s’acquitter de taches sous une supervision minimale ; capacite a produire des rapports financiers analytiques en utilisant les logiciels appropries ; aptitude a interpreter des regles et reglements financiers, et a creer et maintenir de bonnes relations de travail avec des personnes de cultures et de milieux differents.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 13,564,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
