OBJECTIVES OF THE PROGRAMME

L’unite gestion des subventions du bureau de pays renforcera les capacites du bureau en matiere de preparation, gestion, suivi et rapportage des activites des dons dont le bureau sera beneficiaire et le suivi du partenariat avec tous les partenaires concernes dans le cadre de la mise en œuvre, y compris les acteurs non-etatiques. Le Charge de la gestion des subventions fera office de conseiller principal du bureau de pays pour les activites des subventions.

DESCRIPTION OF DUTIES

Sous la supervision directe de l’Administrateur charge des Operations, le/la titulaire se voit attribuer tout ou partie des responsabilites suivantes : 1. Assister dans l’elaboration des projets et des propositions finales ainsi que des rapports techniques pour les activites du pays aux donateurs sur la base des contributions recues des equipes techniques ;2. Suivre la mise en œuvre des propositions de financement, les taux de mise en œuvre des subventions et les delais prescrits conformement aux calendriers et exigences specifiques des donateurs ; 3. Surveiller et rassembler toutes les depenses par rapport aux budgets de subvention et au financement des projets tels que definis dans les documents et les accords et assurer la conformite de toute autre exigence de subvention specifiee ; 4. Travailler avec les unites techniques a tous les niveaux de l’organisation pour faciliter et consolider les resultats de la planification operationnelle, en particulier pour definir les besoins en ressources pour les activites et le personnel des urgences ; 5. Diffuser l’information sur les politiques et procedures normalisees de gestion des ressources et des subventions, recueillir des informations sur les pratiques exemplaires et les lecons apprises ; 6. Mettre a jour et maintenir le systeme de suivi des subventions et des finances de l’OMS dans la gestion des subventions afin de surveiller les delais de presentation des propositions et des rapports aux donateurs ;7. Soutenir de maniere proactive, la planification strategique, le partenariat et la mobilisation des ressources afin de preparer des rapports techniques, financiers et administratifs pour toutes les subventions en plus d’autres rapports techniques demandes ;8. Identifier, documenter et partager les meilleures pratiques en matiere de mise en œuvre et de gestion des subventions afin d’aider d’autres membres du personnel des urgences a renforcer leur capacite en ce qui concerne les exigences en matiere de conformite et de declaration ; 9. Le titulaire se voit attribuer toute autre tache en fonction des besoins.

REQUIRED QUALIFICATIONS

Education

Essential: Premier Diplome universitaire en administration des affaires, en gestion, gestion de projet, Finances ou dans un domaine etroitement lie.
Desirable: – Diplome d’etudes superieures (niveau de maitrise ou superieur) en administration des affaires, en gestion ou en domaine etroitement lie. – Certification supplementaire dans la gestion financiere.

Experience

Essential: Au moins 1 an d’experience pratique et pertinente en gestion de projets, administration ainsi que dans la gestion des subventions, la redaction de rapports et le suivi financier/subventions ou une experience similaire dans un domaine pertinent. – Experience de travail dans les relations avec les donateurs dans le cadre du travail d’urgence.
Desirable: • Experience dans l’elaboration de cadres et d’echeanciers pour les soumissions aux donateurs.• Une experience de travail avec le systeme des Nations Unies ou de toute autre institution internationale serait un atout.

Competences prouvees en organisation et en presentation et capacite a rediger de maniere claire et concise, combinee a un engagement envers la qualite et l’orientation client, y compris la capacite de faciliter la formation et de renforcer les capacites ; 10.Excellentes competences interpersonnelles, discretion, tact et diplomatie.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 16,683,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
