The consultancy will deliver a high quality 8,500 word report and an accompanying summary communications material on the 2024 system-wide implementation of the United Nations Disability Inclusion Strategy.Work LocationRemoteExpected duration4.5 monthsDuties and ResponsibilitiesThe consultant will be responsible for coordinating and developing an 8,500 word Secretary-General’s report and accompanying summary communication material on the system-wide implementation of the United Nations Disability Inclusion Strategy (UNDIS). The report theme will focus on a deep-dive into mainstreaming disability inclusion in UN programmes, including key aspects and indicators that enable this, such as consultation with persons with disabilities and their representative organizations, accessibility, monitoring and evaluation, country programme documents, joint initiatives and programmes, data, capacity development of staff, communication. The report will be based on 2024 data gathered from UN entity and country team UNDIS reporting and additional data collected and analysis conducted by the consultant. The consultant will work and consult with the Disability Inclusion Team at the Executive Office of the Secretary-General. In consultation with the Disability Inclusion Team, the consultant will coordinate a small expert panel of key representatives from UN entities and country teams and external stakeholders, who will provide advice, guidance and inputs to the report. Main Tasks: The specific tasks that the consultancy service will undertake are as follows: 1) Coordinate the expert advisory panel • Coordinate regular online meetings with a panel of experts for their advice and input towards the report 2) Collect and compile data on UNDIS implementation in the 2024 programme year • Compile data, both quantitative data from ratings and qualitative narrative data, from UN entities and UNCTs through their individual 2024 UNDIS annual progress reports • Collect additional data from key UN stakeholders (e.g. entities, UNCTs, funds) through key informant interviews, focus groups discussions and other participatory methodologies 3) Analyse data and identify broad system-wide trends and patterns • Analyse the collected data and reports, and assess how UN entities and UNCTs have progressed against requirements in the UNDIS accountability framework indicators related and relevant to mainstreaming disability inclusion in programmes • Identify good practice examples and bottlenecks for better mainstreaming in programmes and meeting UNDIS requirements • Identify system-wide trends and patterns to be highlighted in key messages in the UNDIS annual progress report 4) Develop the 8,500 word Secretary-General’s annual progress report on UNDIS implementation • In consultation with the Disability Inclusion Team and the expert advisory panel, draft the system-wide UNDIS progress report with 1) a thematic focus on mainstreaming disability inclusion in programmes, and 2) annual data and ratings on entity and UNCT progress against the UNDIS accountability framework and accountability scorecard 5) Produce summary internal and external communication materials to present the overall findings of the report to multiple stakeholders • In consultation with the Disability Inclusion Team and expert advisory panel, produce materials (e.g. PowerPoint, one-page summary, information for infographics) which highlight key findings of the report, for communications with a variety of audiences – UN staff, Member States and donors, and civil society, including organizations of persons with disabilitiesQualifications/special skillsAdvanced university degree from an educational institution in public administration, human rights, programme management, law, economics or related discipline is required. A first-level university degree on these specializations or related fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A minimum of seven progressive years of experience working on disability inclusion, preferably with the UN is required. Experience in developing reports, particularly for the UN system, and reporting on results is required. Knowledge of the Convention on the Rights of Persons with Disabilities (CRPD) and human rights-based approach to disability is required. Experience in analyzing data and identifying trends, particularly in relation to disability inclusion is required. Experience producing communications materials is required.
