Duties and Responsibilities
Background The United Nations Economic and Social Commission for Western Asia (ESCWA) works with the Arab Fund for Economic and Social Development (AFESD) to support efforts to build the capacity of Arab States to respond to the challenges faced by climate change through regional approaches that inform climate policy and finance. This collaboration is conducted through a project implemented under the umbrella of the Arab Centre for Climate Change Policies, which is situated in the Climate Change and Natural Resources Sustainability Cluster at ESCWA. General objective The climate finance expert will contribute to the review, drafting and formulation of policy briefs, analytical notes and guidance document on climate finance taxonomies through consultative and informed processes that support the Arab region. Duties and responsibilities Under the direct supervision of the Project Coordinator and the overall guidance of the Cluster Lead of the Climate Change and Natural Resources Sustainability Cluster, the consultant would be responsible for the following duties, namely to: • Contribute to the finalization of a background policy brief (30 pages) that reviews sustainable, green and climate taxonomy models, including providing best practices and lessons learned • Prepare an analytical note (10 pages) on the application of green and climate taxonomies in the Arab region, and proposal for advancing this work in the region (5 pages) • Prepare presentations and contribute to consultations and regional meetings that inform the development of guidance on a climate finance taxonomy for the Arab region • Draft and test policy guidance on a climate finance taxonomy methodology for the Arab region, including a technical annex (30 pages) • Draft training materials on sustainable, green and climate finance taxonomies.
Qualifications/special skills
A Master’s degree in development economics, finance, climate change or environmental policy is required. A Ph.D. is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of five years of experience working on climate change policy is required. Previous experience working in the area of green or climate finance taxonomies is required. Experience working in the Arab region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic or French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
