Duties and Responsibilities
Background The Economic and Social Commission for Western Asia (ESCWA) is implementing a project on “Improved mapping and monitoring of solar energy access for enhanced climate policy action and socio-economic resilience in ESCWA member States”. The project aims to enhance the capacities of government officials and policymakers in the Arab region to map and monitor developments in solar energy access to strengthen data-driven analysis and improve evidence-based policymaking for climate action and socio-economic resilience. Technical training will be provided to government counterparts in Jordan, Lebanon, and Tunisia. General objective The national consultant is expected to support the project’s various activities in Jordan and regionally by:  substantively contributing to the preparation, organization, conduct, and reporting on a national consultation workshop to assess the availability and quality of data on solar energy access in each targeted country; to learn about the various data collection processes, experiences, and expertise; and to identify the capacity gaps that need to be addressed.  conducting research and interviews, collecting data and information, and drafting a policy assessment report to identify policy frameworks, gaps, and opportunities related to renewable energy and solar energy in the three targeted countries. The report will evaluate the policy landscape to ensure alignment with SDG7 and climate commitments, identify policy gaps, and provide recommendations for policy opportunities and enhancements. Duties and responsibilities Under the overall supervision of the Leader of the Climate Change and Natural Resources Sustainability Cluster, and in collaboration with other national and regional consultants, partners, and stakeholders the national consultant will report directly to the Project Coordinator and be responsible for the following overall duties linked to the outcomes and outputs of the project document, namely: 1. Support the organization of a national consultation workshop *Provide a list of potential national stakeholders to be invited to the workshop, which aims to invite government officials and policymakers working on solar energy in the fields of statistics, energy, and research centres. *Substantively contribute to the workshop’s agenda and info note. *Assist in the organization and conduct of the workshop. *Prepare the draft and final versions of the workshop report (in English), based on feedback received from the ESCWA team 2. Prepare national policy assessment report (in English) *Develop a draft and final table of contents for the report (1-2 pages), based on feedback from the ESCWA team. *Conduct a desk review of the related national policy frameworks, including nationally determined contribution (NDC) commitments. *Collect and analyze national data and information on energy balance, electricity mix, and the contribution of renewable energy to identify gaps and opportunities and gauge national alignment with SDG7 and climate commitments. *Conduct interviews with relevant stakeholders to complement the data and information already at hand. *Prepare and submit a draft report (20-25 pages) based on the finalized table of contents that includes: o key findings and recommendations on policy opportunities and enhancements that address energy access and poverty through a variety of innovative tools and programmes and data-driven processes that leave no one behind. o Boxes that showcase national policy success stories and their positive impact in advancing the renewable energy sectors. *Incorporate ESCWA’s feedback and comments to prepare the final version of the report. *Prepare the final report (25-30 pages) based on the table of contents, the workshop’s report, the collected data and information, and ESCWA’s feedback and comments. *Prepare draft and final versions of a PowerPoint presentation covering the policy assessment report’s findings and recommendations.
Qualifications/special skills
A Master’s degree or higher degree in renewable energy and/or geographic information systems (GIS) is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of technical and policy work experience in the aforementioned fields in Jordan and/or the Arab region is required. Knowledge of GIS tools, satellite imagery, artificial intelligence, and/or remote sensing is desirable. Proficiency in ArcGIS/ArcGIS Pro is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
