Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years.
Salary: (FSL-03) $110,045 – $161,605 (includes Washington, DC locality pay)

Description of Organization:
This position is sponsored by ME; however, the position requires being permanently detailed to the USAID Office of Security (SEC) and operates out of Vienna, Virginia. SEC provides security services to protect USAID personnel and facilities, safeguard national security information, and promote and preserve personal integrity.
Description of Position:
The incumbent will serve as an Intelligence Research Specialist. The position(s) will support the vetting programs in ME including West Bank and Gaza, Lebanon, Syria, Yemen, and Iraq, as well as support joint screening and vetting operations, related to the requirements set forth in Homeland Security Presidential Directive (HSPD) 6 and HSPD 11. The incumbent will conduct intelligence-based screening and vetting in support of USAID ME programs; conduct intelligence based searches; and compile information for evaluation, analysis, and use in support of administrative or operational determinations. The incumbent will be required to represent USAID in developing and maintaining viable working relationships with other stakeholders within the intelligence and foreign affairs communities.
Qualifications:
- Must be a U.S. citizen;
- Must possess and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance;
- Must be available for shift work (Monday through Friday);
- Must have excellent written and oral communication skills, including demonstrated ability to effectively communicate technical subject matter to non-technical audiences; and
- Must have one year of specialized experience equivalent to the next lower grade level FSL-04 of this position.
Examples of specialized experience include the following:
- Collects, reviews, interprets, evaluates, and integrates large volumes of intelligence data from multiple sources;
- Plans, implements, and maintains databases to store and process technical or operational intelligence in one or more assigned areas;
- Appraises policy and intelligence officials at all levels within and outside the organization on emerging issues by preparing intelligence reports and presenting oral briefings; and
- Provides expert advice and assistance on developing policies and procedures for the organization’s liaison activities.
