As a strategic partner to senior leadership and leader of the Talent & Culture team, the Vice President of Talent & Culture will shape a high-performing, mission-driven, and inclusive workforce during a period of organizational change. This role requires expertise in managing a global workforce, and navigating complex labor relations, including union engagement and compliance with employment laws. The position reports to the COO.PRINCIPAL DUTIES & RESPONSIBILITIESStrategic Leadership
- Design and implement comprehensive strategies for talent acquisition, workforce planning, performance management, compensation, and retention to meet organizational goals.
- Continue building a centralized talent management infrastructure, including policies, systems, and metrics to drive organizational effectiveness.
- Develop and implement workforce policies for U.S. and international staff, ensuring compliance with local, state, federal, and international labor laws.
- Drive organizational change initiatives, ensuring alignment with mission, values, and evolving strategic priorities.
- Oversee the creation and execution of employee development programs, including onboarding, professional growth, leadership development, and succession planning.
Labor Relations and Union Engagement
- Serve as the primary point of contact for union-related matters, fostering positive relationships with labor representatives and ensuring alignment with collective bargaining agreements.
- Lead union negotiations, contract management, and grievance resolution processes in partnership with senior leadership and legal counsel.
- Provide guidance on labor relations strategies to mitigate risk, resolve conflicts, and enhance employee engagement.
- Ensure compliance with all labor relations policies and regulatory requirements across all operating locations.
Safeguarding, Investigations and Employee Relations
- Serve as champion for Freedom House’s safeguarding policies and procedures
- Lead and conduction investigations into any allegations of safeguarding policy violations and report all allegations to the Board Human Capital Committee in relation to executive leadership
- Handle and advise on any employee relations issues with staff and management
Culture and Engagement
- Shape and sustain an inclusive, mission-driven organizational culture that emphasizes collaboration, equity, and respect.
- Champion DEIB initiatives, ensuring they are embedded in recruitment, retention, and leadership development strategies.
- Develop strategies to enhance staff engagement and morale, including comprehensive employee relations practices.
- Act as a trusted advisor to senior leadership on workforce dynamics, culture, and organizational development.
Human Resources Administration
- Lead and develop a 3-4 person Talent and Culture team to deliver impactful, efficient, and strategic HR services.
- Manage vendor relationships for employee benefits, outsourced services, and HR technology platforms, optimizing value and efficiency.
- Ensure full compliance with federal, state, local, and international employment regulations, including reporting and audits.
- Oversee compensation structures and benefits programs to ensure competitiveness and alignment with organizational goals.
- Analyze workforce data and metrics to inform decision-making and measure the impact of HR strategies.
Operational and Other Duties
- Collaborate with finance and operations teams to align workforce planning with budgetary goals.
- Support office operations and facilities management, as needed, to ensure effective organizational functionality.
- Take on additional responsibilities aligned with organizational priorities and strategic needs.
QUALIFICATIONS:Education:
- Master’s Degree in Human Resources Management, Business Administration (MBA), Organizational Leadership, Labor Relations, or a closely related discipline
- Professional Certifications (Highly Preferred)
- Senior Professional in Human Resources (SPHR)
- Society for Human Resource Management Senior Certified Professional (SHRM-SCP)
- Certified Employee Benefits Specialist (CEBS)
- Strategic Workforce Planning (SWP)
Experience:
- A minimum of 15 years of HR management experience with increasing responsible and leadership in technical Human Resources functions with expert knowledge of the employee lifecycle, benefits administration, employee relations
- Senior HR leadership experience, ideally within mission-driven or global organizations.
- Proven track record of implementing strategies that transform workplace culture.
- Strong knowledge of U.S. and international labor laws, compliance, and HR best practices.
- Experience managing organizational change and aligning workforce strategy with mission and business objectives.
- Experience with developing and implementing NGO organizational policies, procedures that are compliant with state and federal laws
- Ability to conduct a thorough, unbiased, and comprehensive investigation for all levels within an organization
- Experience managing organizational change and aligning workforce strategy with mission and business objectives.
- Experience in a union environment preferred with knowledge of the National Labor Relations Act / National Labor Relations Board and federal court precedents preferred.
- Exceptional written and verbal/nonverbal communication skills in English, along with finely tuned interpersonal skills and professional judgment
- Demonstrated experience as a successful change agent who can help lead a transformation in culture
- Demonstrated highly collaborative work style with the ability to partner with and influence key organizational leaders and build high functioning teams
Technical Skills and Abilities:
- Demonstrated expertise in labor relations, union engagement, and navigating collective bargaining environments.
- Strong knowledge of U.S. and international labor laws, compliance, and HR best practices.
- Strong coaching, counseling, negotiating, mediation, and conflict resolution skills
- Strong knowledge of U.S. and international labor laws, compliance, and HR best practices.
- Ability to demonstrate empathy and emotional intelligence toward employees at all levels and colleagues
- Ability to communicate and work effectively with individuals from varied backgrounds and experiences
- Possess excellent judgment and decision-making skills, including the ability to problem solve

COMPENSATION & REWARDS:
- Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range for this role is $180,000 to $200,000 annualized, dependent upon experience.
