Reporting to the Manager and Supervisor of Hydro Operations, the incumbent will complete technical design drawings for Electrical infrastructure overhead & underground. Schedules and arranges work on the electrical distribution system and ensures all work is organized in preparation for field staff to complete. Coordinate with field crews and system operators to plan outages for completion of work and maintenance requests. Review Customer/Contractors Service Requests for electrical service upgrades for (residential, commercial, and industrial). In consultation with others, determines electrical distribution arrangements and produces technical field drawings and layouts, orders materials and equipment, confers with customers for outages, arranges for underground locates, prepares and issues customer quotes and contracts, organizes, schedules and oversees the work, liaises with other departments regarding pending work, provides estimates for capital, maintenance, and customer work and assists with identifying capital and maintenance improvements and budget requirements. Responds to customer enquiries and liaises with developers and contractors.
The incumbent will prepare tenders, RFQ’s, RFP’s, collect field data using the latest GPS technology, undertake field surveys and complete as-built drawing. Play a lead role in the annual ESA Reg. 22/04 audit with presenting all required data to auditor. Produce or update electronic drawing files, databases and records for reporting, develop and track work schedules for assigned projects, review and confirm security deposit estimates, manage and administer the Capital Cost Recovery calculations for capital contributions and or expansion deposits and Connection Agreements. The incumbent will undertake regular communication and site visits with field crews as projects proceed to problem solve field issues and ensure compliance.Education, Certification and Other Qualifications Required
- Candidates with a Diploma from a three (3) year Engineering Technology program, with preference given to Electrical (Power Option) and/or Civil (Structural Option) from an accredited College. Minimum of five (5) years of relevant experience AND designation as a Certified Engineering Technologist (CET) with O.A.C.E.T.T. required.
- Ensure designs meet all regulatory and applicable standards such as ESA Regulation 22/04, CSA and standards as well as adhere to Utilities Kingston’s own policies, procedures and USF Standards
- Familiar with Ontario Provincial Standards (OPS) and Ontario Provincial Standard Drawing (OPSD).
- Ability to demonstrate superior organizational skills and have the capacity to work in an environment that has competing priorities and deadlines.
- Ability to consult and coordinate timely input from others, provide conflict resolution to situations, and exercise judgment when deviations to accepted standards are required is needed.
- Ability to deliver, and understand importance, of customer service within a demanding approvals environment.
- Initiative and ability to work with minimum supervision, as well as a member of a team.
- Proficient verbal and written communication skills and experience with Microsoft Office, AutoCAD, ESRI based GIS Software including ARC GIS and system capacity modeling software.
- Experience with Utility Work Protection Code, SPIDACalc software and Microsoft Dynamics AX will be considered an asset.
- Familiar with Ontario Energy Board Distribution System Code and other requirements by Provincial and Federal regulated agencies
Special Working Conditions/Conditions of Employment
- Maintain a valid Class “G” driver’s licence.
