The United Nations Development Programme (UNDP), in partnership with the Government of South Sudan, is implementing The Relief, Employment, and Vital Infrastructure for the Vulnerable in Emergencies (REVIVE II) in Bor, Renk, Malakal, Lakes and Yambio. The Republic of South Sudan continues to face a complex humanitarian crisis driven by protracted conflict, climate shocks, and economic instability. Despite the signing of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) in 2018, large segments of the population remain vulnerable to displacement, food insecurity, and protection risks. The humanitarian community has consistently identified South Sudan as one of the most operationally challenging environments globally, with over 9 million people in need of humanitarian assistance in 2026. The REVIVE II programme is a 12 month intervention designed to address the critical nexus between humanitarian response and development in South Sudan. Building on the lessons learned from the REVIVE I phase implemented in other countries, REVIVE II, which includes South Sudan, adopts a more integrated approach to the revitalization of local economies, early recovery, and strengthening of local capacities to rebuild. The programme is guided by the humanitarian–development–peace nexus and aims to strengthen the resilience of conflict-affected communities while simultaneously supporting the capacities of national and local institutions.This Terms of Reference (TOR) defines the scope, objectives, expected outputs, activities, and deliverables for the Call for Proposals under the 2026 – 2027 cycle of the REVIVE II programme.

These locations have been selected based on a combination of humanitarian severity, displacement dynamics, and the potential for early recovery impact. The selection also reflects the need to ensure geographical coverage across South Sudan’s major conflict-affected regions.
Proposals should be submitted electronically through the email given at the end of this call no later than 3.00 pm, South Sudan time, on Thursday, 27 August 2026.
