Background

The United Nations Development Programme (UNDP), through its Nature, Climate and Environment Unit, is implementing the Nature for Health (N4H) initiative in Angola. N4H seeks to reduce the risk of zoonotic disease emergence and future pandemics by addressing the underlying biodiversity, ecosystem and land-use drivers that increase interactions among wildlife, livestock and humans.

During the N4H Scoping Phase, UNDP Angola and national partners will identify priority biodiversity and ecosystem drivers of zoonotic risk, assess existing governance and surveillance systems, strengthen cross-sectoral collaboration and develop an investment-ready N4H Implementation Project Document aligned with the N4H Theory of Change.

To support this process, UNDP seeks to engage a National Health Expert Consultant to provide technical expertise on public health, epidemiology, disease surveillance, zoonotic diseases and One Health governance.

Scope of Work

The consultant will provide technical support for health-risk assessment and systems analysis; review relevant public-health policies, surveillance systems and emergency-preparedness frameworks; contribute to the identification of zoonotic disease risks, hotspots and vulnerable populations; and assess linkages between biodiversity loss, ecosystem degradation, climate variability, land-use change and human health.

The consultant will also support stakeholder mapping and consultations, facilitate cross-sectoral engagement among health, environment, veterinary, agriculture and local-government actors, contribute to systems-mapping and baseline assessments, and provide technical inputs to the N4H Scoping Process Report and Implementation Project Document. The assignment will also include technical quality assurance, documentation of lessons learned and recommendations for strengthening preventative One Health governance in Angola.

Objective

The objective of the consultancy is to provide technical leadership and expertise on the human-health dimensions of the N4H scoping process, ensuring that public-health priorities, disease-surveillance systems, zoonotic-disease risks, health-sector governance and community-health considerations are adequately reflected in the risk analysis, stakeholder consultations, systems mapping and development of the N4H Implementation Project Document.

Period of assignment/services: 182 working days over a period of 10 months from the date of contract signature.

Duty station: Home-based, with periodic in-person meetings in Luanda and travel to selected provinces as required.
