description of the Assignment:  


The overall objective of this engagement is to establish an inclusive, secure, and future ready digital learning ecosystem that enables MSMEs and entrepreneurs to access relevant digital skills training, strengthen productivity and innovation, and participate more competitively in the digital economy. In particular, this engagement aims to: 


  1. Integrate the existing Moodle based Learning Management System (LMS) with the Tech4ED DTC Platform, ensuring a seamless, secure, and trusted learning experience for all users. 
  2. Establish and configure, and operationalize development, staging, and production environments for the integrated Tech4ED DTC–Moodle Platform to support secure development, testing, deployment, and long-term system stability. 
  3. Ensure accessibility and inclusivity of the Moodle LMS by designing and implementing a learning platform that complies with recognized accessibility standards, is usable by persons with disabilities, accommodates diverse learner needs, and remains functional in low bandwidth environments and when used with assistive technologies. 
  4. Conduct performance, load, and stress testing to evaluate system scalability and resilience under realistic and peak usage conditions, based on agreed baseline assumptions and infrastructure configurations.
  5. Implement validation and testing processes, including User Acceptance Criteria (UAT) and Pilot Testing, to verify systems functionality, user experience, and reporting accuracy prior to full deployment.
  6. Ensure that the platform achieves security and compliance readiness, including alignment with DICT cybersecurity policies and applicable government standards, Data Privacy Act of 2012 (RA 10173) and successful completion of Vulnerability Assessment and Penetration Testing (VAPT) and remediation.
  7. Document risks, issues, and recommended improvements identified during development and pilot implementation to support system stability and scalability.
  8. Ensure security clearance of the platform by successfully passing Vulnerability Assessment and Penetration Testing (VAPT), and implementing all necessary patches and fixes to address identified vulnerabilities.
  9. Produce comprehensive technical, operational, and security documentation, enabling effective knowledge transfer, system handover, and long-term sustainability under DICT-ILCDB management.
Professional Qualifications for Individual Contractor

Bachelor’s degree in Computer Science, Information Technology, Information Systems, Software Engineering, or any related field.

Relevant certifications 
Any recognized certification covering identity management, access control, or secure authentication
Equivalent LMS platform certifications demonstrating hands on administration and deployment experience
Linux system administration certifications and/or cloud fundamentals certifications 
Project Delivery & Documentation certifications (ITIL Foundation, PRINCE2 Foundation, PMI CAPM / PMP) 

At least five (5) years of professional experience in Moodle LMS development, administration, or implementation, including deployment in production environments.

  • Technical and Functional Competencies
Demonstrated experience in the following areas:
Proficiency in PHP programming, with demonstrated experience in Moodle LMS development, including configuration, customization, and use of standard plugins in accordance with Moodle coding practices.
Strong experience in identity and access management (IAM), including SSO integration (SAML, OAuth/OpenID Connect), user provisioning, and secure role-based access control design
Strong working knowledge of Moodle core configuration, user management, roles and permissions, reporting, and standard plugins, with the ability to make sound architectural decisions without modifying Moodle core code.
Implementing platform security aligned with recognized standards (e.g., OWASP, ISO 27001) and supporting compliance with government or regulatory security requirements (e.g., DICT, data privacy frameworks)
Deploying and managing LMS or web applications in cloud or on-premises environments
Conducting performance, load, and stress testing of web-based platforms, including analysis of results and identification of optimization strategies
Ability to independently design, implement, validate, and document solutions within a defined scope and fixed delivery timeline, with minimal supervision.
Proven experience producing clear technical documentation and conducting knowledge transfer to internal IT team
Prior experience working with government, public sector, or large institutional IT environments, particularly in projects involving user identity, access management, or compliance requirements.
experience supporting Moodle deployments for large or distributed user bases, including optimization for mobile and low bandwidth access scenarios.
Familiarity with open standards and best practices related to secure authentication and access management, as applied in learning platforms.

    • fluency in spoken and written English and Filipino as indicated in the CV
Period of assignment/services: 169 working days spread across the period of 8 months, unless revised in a mutually agreed upon timetable by the UNDP and the Contractor


The duty station is in Metro Manila, and the Contractor is expected to report as needed to the DICT-ILCDB office in Diliman, Quezon City, and UNDP Philippines office in Mandaluyong City.
