Introduction
description of the Assignment:
The Philippines is among the most climate-vulnerable countries globally, facing significant risks from extreme weather and long-term climate change impacts. To address these challenges, the government has adopted key policies and programs, including the Nationally Determined Contributions (NDC), the National Climate Change Action Plan (NCCAP), and the Philippines Biodiversity Strategy and Action Plan.
It has also institutionalized climate budget tagging and developed tools to mainstream climate change and vulnerability assessments across planning and programming. Achieving transformative climate action requires mobilizing resources from wide sources, including public, private and alternative sources. Business decisions and investment priorities must align with national goal of achieving low greenhouse gas and climate-resilient development. The Department of Finance (DOF) has taken a leadership role in climate finance through its engagements in the intergovernmental process on climate finance and the various Boards of the dedicated multilateral climate funds and initiatives such as the Bangko Sentral ng Pilipinas’ Sustainable Finance Framework, the Securities and Exchange Commission’s ESG reporting guidelines, and the Sustainable Finance Roadmap issued by the Inter-Agency Task Force on Sustainable Finance (ITSF).
UNDP has been supporting DOF through:
• Development of the Philippines Climate Finance Strategy, which outlines the country’s approach to mobilizing climate finance from domestic and international sources.
• Strengthening institutional capacities to perform DOF’s role as the government’s climate finance lead, including intergovernmental negotiations and national strategy implementation.
This support is delivered through two flagship initiatives:
• Accelerating Green and Climate Finance in the Philippines: Nature-Based Solutions (Climate Finance PH-NBS), funded by the Government of Canada. With funding support from the Government of Canada, the Project aims to increase private sector investments into gender responsive nature-based solutions for climate resilient technologies, innovations, practices and approaches. This, in support of a just transition to resilient and low emission development that sustains nature and ecosystems and protects the rights of all who are affected and at risk. This Project will contribute to the realization of the economic prize offered by investments in nature-based solutions in the Philippines.
• Climate Finance Network (CFN), a regional program under the UK-funded Climate Action for Resilient Asia (CARA). CFN is a regional programme implemented by UNDP and is part of a wider UK-funded programme Climate Action for Resilient Asia (CARA). The CFN works on six workstreams: 1) Climate change aligned budgeting and planning; 2) Access to international climate change finance; 3) Tax and Innovative climate finance; 4) Gender and social inclusion and climate change finance; and 5) Transparency and accountability of climate change finance; and 6) Modelling climate change impacts on economic growth, sectors and consideration of distributional impacts.
Objectives and Scope of Work
The Senior Climate Finance Advisor will provide high-level strategic advice, technical expertise, and thought leadership to DOF in implementing the Philippines Climate Finance Strategy. The Advisor will strengthen DOF’s role in international climate finance negotiations, enhance engagement with multilateral climate funds,
and support institutional capacity-building for climate finance policy and implementation.
Strategic Advisory
• Provide expert advice to support DOF’s positions in intergovernmental climate finance negotiations (e.g., UNFCCC SB 64, COP 31).
• Represent DOF in relevant international and national forums, as designated.
Multilateral Engagement
• Support DOF’s engagement with multilateral climate funds (e.g., Green Climate Fund, Adaptation Fund and Fund for responding to Loss and Damage).
• Provide actionable recommendations for accessing and leveraging these funds.
Implementation Support
• Deliver technical guidance on four priority areas:
– Climate finance Monitoring, Reporting, and Verification (MRV)
– Access to the Green Climate Fund, Adaptation Fund and Fund for responding to Loss and Damage
– National Adaptation Plan (NAP) Monitoring, Evaluation, and Learning (MEAL) Plan
Policy Analysis & Knowledge Sharing
• Conduct policy analysis of emerging climate finance issues.
• Provide regular briefings and capacity-building sessions for DOF staff.
Institutional Development
• Develop the technical blueprint/design document for the ITSF Center of Excellence, including selected training module content.
Qualifications
education
Advanced university degree (Master’s or higher) in Climate Change, Sustainable Development, Public Policy, Development Management, Environmental Management, Environmental Economics, International Development, Natural Resource Management, or related fields.
experience
Minimum twenty (20) years of progressively responsible experience leading climate finance work, international climate policy, multilateral climate funds, and/or climate-related financing initiatives. Relevant experience shall include work related to climate finance negotiations and processes under the United Nations Framework Convention on Climate Change (UNFCCC), and in multilateral climate financing mechanisms such as the Green Climate Fund (GCF), Adaptation Fund (AF), Global Environment Facility (GEF), and Fund for Responding to Loss and Damage (FRLD).
Demonstrated experience in developing policies, institutional frameworks, and implementing capacity development initiatives at the national, regional, or international levels. Relevant experience shall include policy advisory and analysis, institutional strengthening, capacity-building and knowledge-sharing initiatives, and engagement with government agencies, development partners, multilateral organizations, civil society organizations, research institutions, and private sector stakeholders.
Demonstrated familiarity with the Philippine climate finance, public finance, and/or climate governance landscape, including experience working with Philippine government agencies and supporting climate policy, climate finance initiatives, or international climate negotiations on behalf of the Philippines.
